Research On Industrial Allocation Of Restricted Development Zone In The Northeast China From The Perspective Of Green Development

Since the reform and opening up,with the acceleration of China's industrialization and urbanization process,the utilization of land space has become disorderly and even out of control,excessive consumption of resources and energy has led to a series of ecological and environmental problems,and socioeconomic development is gradually becoming unsustainable.How to scientifically deal with the contradiction between socioeconomic development and ecological environment protection and promote the coordinated and sustainable development of regional human-earth relationship has become the core issue concerned by all walks of life.The Restricted Development Zone,as a difficult and problematic area for the coordinated human-earth relationship among the four main functional zones in China,to explore the relationship between green development and industrial allocation of the Restricted Development Zone,is not only to meet the development requirements of protective development in Restricted Development Zone but also an important way to solve the economic breakthrough own needs of the development in underdeveloped region.Northeast China,as an important old industrial base,commodity grain producing area and ecological functional area in China,at present,the Restricted Development Zone accounts for 77.53% of the area and carries the survival and development of 46.25% of the population,which has become the important foundation guarantee for socioeconomic development in Northeast China.Based on this,this paper chooses the Restricted Development Zone in Northeast China as a typical case area,taking the relationship between green development efficiency and industrial allocation as the breakthrough point,to explore the optimizing regulation path of industrial allocation of Restricted Development Zone in Northeast China from the perspective of green development.The theoretical significance lies in enriching the research content of the coordinated development of geography human-earth relationship system.While the practical significance lies in explore the key path of sustainable development of the Restricted Development Zone.This paper is not only a reference but also a profitable exploration for the formulation of scientific development policy in Northeast China.The main contents of this paper are as follows:1.Theoretical basis of industrial allocation of Restricted Development Zone in Northeast China from the perspective of green development.From the new era background,this paper systematically combs and reviews the domestic and foreign research progress,including the Restricted Development Zone,the green development and industrial allocation,as well as summarizes and analyzes the related theories and basic concepts involved,so as to determine the research content,research scheme and innovation points of this paper,and lay a solid theoretical foundation for the full text writing.2.Measurement of green development efficiency of Restricted Development Zone in the Northeast China.Based on the theory and practice demand of green development,this paper construct the input-output indicator system and evaluation model of green development efficiency.The established indicator system and evaluation model are then applied to explore the spatial-temporal patterns of green development of Restricted Development Zone in the Northeast China.And this paper also select the main factors that influence green development efficiency of Restricted Development Zone in the Northeast China,and build an identification model of key factors of green development efficiency,to reveal the mechanism of action of such influencing factors on green development efficiency of Restricted Development Zone in the Northeast China.3.Analysis on the industrial allocation of Restricted Development Zone in the Northeast China from the perspective of green development.Through the use of mathematical analysis method and spatial analysis technology to the impact of green development factors and their impact on the appropriate scale of regional industry development,industrial structure allocation and industrial spatial allocation,to reacquaint and understand the focus direction of regional industry green and low-carbon development,and thus determine the key areas of regional industrial structure regulation,spatial layout optimization and ecological civilization construction in the future.4.Adaptive mechanism of industrial allocation of Restricted Development Zone in the Northeast China from the perspective of green development.Based on the adaptive connotation characteristics,this paper probes into the green adaptive adjustment mechanism of industrial allocation of Restricted Development Zone in the Northeast China from the endogenous dynamic mechanism and external driving mechanism two aspects,including the condition of resource endowment,geographical location,path dependence,economic development level,population distribution,scientific and technological,market condition improvement and government policy support,and thus quantitatively analyzes the action's mechanism of different elements to green adaptability of regional industrial allocation from the perspective of factor interaction.5.Regulation path of industrial allocation of Restricted Development Zone in the Northeast China from the perspective of green development.On the basis of the above theoretical and empirical research,this paper deeply analyzes the objectives and ideas of optimization and regulation of industrial allocation of Restricted Development Zone in the Northeast China from the perspective of green development,and puts forward countermeasures and suggestions for promoting optimization and regulation of regional industrial allocation from the perspective of green development according to the actual situation of the case area.The main results of this paper can be concluded as follows:1.Based on the analysis of temporal evolution characteristics of green development efficiency,during the research period,the green development efficiency value of Restricted Development Zone in the Northeast China fluctuates within the range of 0.5088-0.6388,belonging to the low efficiency and sub-low efficiency level.In terms of counties and cities,the number of counties and cities with high efficiency and low efficiency level gradually decreased,the number of counties and cities with low efficiency level gradually increased,and the unbalanced state of regional green development efficiency eased,but due to counties and cities with high efficiency and low efficiency level still occupy absolute proportion,the regional polarization phenomenon has not been altered obviously.2.Based on the analysis of spatial pattern of green development efficiency,during the research period,spatial distribution of green development efficiency of Restricted Development Zone in the Northeast China is not independent,and there is obvious spatial positive agglomeration effect,but due to the Moran's I index overall downward trend,regional green development efficiency correlation gradually weakened,and spatial heterogeneity gradually enhanced.In terms of counties and cities,there are positive radiation effects in the counties and cities with high efficiency level,but it is not significant,which not only difficult to promote the development of the surrounding areas through trickle-down effect,but also the referenced experience of efficient green development in the surrounding areas is very limited,and the green development cooperation mechanism between counties and cities needs to be further strengthened.3.Based on the analysis of influencing factors of green development efficiency,the spatial-temporal pattern of green development efficiency of Restricted Development Zone in the Northeast China is the outcome of multi-factors.The factors including government regulation ability,residents' income level and economic development level have the strongest explanatory power to the regional green development efficiency,and the influence of each factor on the regional green development efficiency has certain correlation and there is no independent factor.4.Based on the analysis of industrial appropriately development scale from the perspective of green development,during the research period,the industrial concentration degree of more than half of the counties and cities in Restricted Development Zone of Jilin Province is higher than the pollution concentration degree,the industrial agglomeration has positive external effect,and the ecological efficiency is at a high level.Although the regional ecological efficiency shows a benign development trend as a whole,there are many counties and cities is still in a low level development stage due to the structural imbalance,inefficiency and weak foundation in the aspects of socioeconomic development and ecological environment protection for a long time.5.Based on the analysis of industrial structure allocation from the perspective of green development,regarding to the result of industrial structure rationalization,during the research period,the coordination ability among industries in Restricted Development Zone of Jilin Province is constantly strengthened,the allocation of elements and resources among industries is constantly improved,and the industrial structure rationalization level is gradually improving,showing a benign development trend,but it is worth noting that there are still many counties and cities with unreasonable industrial structure,which is difficult to get rid of the resource-dependent industrial structure,extensive production mode,and lagging development dilemma,makes the regional gap gradually widened.Regards to the results of industrial structure optimization,on the one hand,the regional industrial structure system has gradually evolved from low-level process to high-level process,and the production elements have gradually shifted from low-productivity industries to high-productivity industries.On the other hand,many counties and cities are still in low level and sub-low level,which also reflect the upgrading of regional industrial structure is still a long and arduous process.6.Based on the analysis of industrial spatial allocation from the perspective of green development,regarding to the results of shift-share of industrial pollution growth,at regional scale,during the research period,the shift-share level of industrial pollution growth in Restricted Development Zone of Jilin Province was mainly affected by the change of production technology level,while the change of industrial structure had relatively little effect on it,and more than half of the counties and cities increased industrial pollution faster than the regional average level.At neighborhood scale,the influence of the competitive deviation component on the shift-share level of regional industrial pollution growth is still greater than that of the industrial structure deviation component,and the most counties and cities' industrial pollution growth rate is higher than the surrounding neighborhood's average level.7.Based on the analysis of adaptive mechanism of industrial allocation from the perspective of green development,regarding to endogenous dynamic mechanism,the difference of resource endowment is the material basis of the adaptive adjustment direction of industrial allocation of Restricted Development Zone in the Northeast China from the perspective of green development.And geographical location conditions and path dependence play a decisive role in the formation and evolution of green adaptability of regional industrial allocation.With regard to external driving mechanism,economic development level improvement,population distribution rationalization,scientific and technological progress,market condition improvement and government policy support all play an important role in the process of adaptive adjustment,reorganization and transformation of regional industrial allocation.Moreover,the quantitative results show that the government regulation and industrial structure level are the key factors of green adaptability of industrial allocation in Restricted Development Zone of Jilin Province.Scientific and technological progress,market condition,population distribution,economic development level,resource endowment has failed to pass the statistical test,while they still play an important role in improving the green adaptability of regional industrial allocation.Concerning the aforementioned research conclusions,this paper proposes the regulation path of industrial allocation of Restricted Development Zone in the Northeast China from the perspective of green development on the basis of the regulation objectives,ideas and countermeasures of industrial allocation.
