From "increasing strength and efficiency" to "improving quality and efficiency",China’s economy has entered a stage of high-quality development.Improving development quality and governance efficiency has become one of the goals under the new development concept.The comprehensive implementation of budget performance management is an important test of economic quality and social governance development,and the government purchase service performance management is an important part of the comprehensive budget performance management reform.In China’s more than 20 years of development,the system construction of government purchasing services is constantly improving,and important progress has been made in local practice,which has made important contributions to the transformation of government functions,the improvement of public service quality,and the improvement of people’s wellbeing.However,at present,the performance management of government purchasing service is generally weak,and the implementation of performance management has become an important measure to ensure the expected effect of the transformation of government functions.The multiple principal-agent relationship in the government purchasing service means that the performance management work needs the participation of multiple subjects to play a synergistic effect to jointly supervise and evaluate whether the government purchasing service improves the efficiency of financial funds and the quality of public service.Therefore,the cooperation of multiple subjects will be the top priority in the implementation of performance management.The core research content and conclusion of this paper can be divided into the following six parts: the first part describes the theoretical basis of this study,uses the polycentric governance theory to define the multi subject of government purchasing service performance management,and reveals the connotation of multi subject collaborative implementation of performance management;using the theory of synergy for reference,this paper clarifies the real meaning and application path of multi-agent synergy,and clarifies the synergy principle of multi-agent synergy in performance management;using the theory of total quality management for reference,this paper constructs the logical framework of multi-agent synergy in performance management of government purchasing services,and forms a performance management cycle based on multi-agent synergy;using evolutionary game theory to clarify the characteristics of multi-agent synergy Bounded rationality and possible strategy choice,and through mathematical model to explore the influence factors of multi-agent strategy evolution and coordination.The second part starts from the practice of the main body coordination in the government purchasing service and performance management.First,it evaluates the external environment faced by the current government purchasing service performance management in China,as well as the internal environment and conditions that the government purchasing service itself has and needs to have;second,according to the development status,it analyzes the four aspects of performance subject,performance target,performance process and performance evaluation Three aspects respectively describe the development of government purchasing services and the actual situation of multi-agent collaborative performance management,and summarize the corresponding problems in four aspects according to the actual situation;third,summarize some good local practices of government purchasing services and agent performance management,which are the practice of multi-agent linkage in Beijing,the practice of information management and open in Shanghai and the practice of multi-agent collaboration in Shanghai We should pay more attention to the practice of the subject ability and participation in Zhejiang Province.In the third part,based on the development status of government purchasing service in performance subject,performance target,performance process and performance evaluation,using the system dynamics model of evolutionary game theory,this paper empirically analyzes the strategic game of purchasing subject,undertaking subject and service object in the process of purchasing and performance management,as well as whether there is synergy between the subjects and whether the synergy is stable,And through the conclusion summarizes the key factors affecting the main collaborative.The fourth part,based on the development status and influencing factors,turns the research perspective to the efficiency research and subject synergy degree research of the projects that have been carried out.First,according to the relevant research interviews and expert consultation,it establishes a multi-agent oriented evaluation index system of government purchasing service efficiency,and uses the entropy method to weight the index;second,it uses the coupling synergy degree model to test the buyers The third is to use super efficiency SBM model to get the actual purchase efficiency of sample size,and find the relationship between efficiency value and coordination degree,as well as the specific improvement of efficiency value Direction.The fifth part focuses on the experience and practice of multi-agent collaborative performance management of government purchasing services in some developed countries.The sixth part is based on the conclusions of all previous studies,constructs the logical framework of multi-agent collaborative performance management based on PDCA performance cycle,and puts forward how to implement performance management in the future.According to the main research content,using a variety of research methods,this paper mainly draws the following conclusions:(1)in the development of performance management of government procurement services,the main participants tend to be diversified,but the main capacity-building and coordination need to be strengthened,and the performance goal is more social,but the goal and index setting need to be refined and clear,and the performance evaluation needs to be improved In terms of process,the system and mechanism are constantly improved,but the management chain and process need to be strengthened;in terms of performance evaluation,the supervision and evaluation methods are constantly enriched,but the result application and information disclosure need to be improved.(2)The results show that the implementation of government purchasing service performance management by subject collaboration can play a synergistic effect;the government plays a leading role in the process of multi-agent collaboration;multi-agent collaboration is conducive to the realization of the whole process of government purchasing service performance management;the dynamic results of subject collaboration are internally consistent with the performance objectives;the dynamic results of subject collaboration are internally consistent with the performance objectives;the multi-agent collaboration is conducive to the realization of the whole process of government purchasing service performance management The main body coordination is helpful to prevent the negative externality risk.(3)There is a high degree of influence dependence among the purchasing subject,the undertaking subject,the service object and the external subject,but the coordination between the subjects is insufficient,which fails to play the synergy effect;the efficiency of government purchasing services is affected by a certain degree of subject coordination,and the low efficiency is mainly concentrated in the supervision and management and the participation of the external subject,which is specifically manifested as performance management and credit management The efficiency of information disclosure,result application,the participation of the third party,the participation of the National People’s Congress and audit,the convenience of participation channels,and the disclosure of evaluation information are low,which need to be strengthened and improved in the future performance management.(4)Based on the above realistic summary and empirical conclusion,we should realize the multi-agent collaborative decision-making,collaborative performance objectives and collaborative evaluation standards,strengthen the performance objective management;multi-agent collaborative inspection,collaborative monitoring,collaborative information,strengthen the performance operation monitoring;multi-agent collaborative mode,collaborative content,collaborative process,carry out performance evaluation management;multi-agent collaborative anti-corruption We should strengthen the application of performance results,optimize the institutional and legal environment of performance management,and improve the guarantee system of subject capacity-building and information management.The innovation of this paper lies in:(1)the research perspective of government purchasing service performance management
