Research On Mechanism Of Multi-subject Collaborative Innovation In RIS

In the new era of socialism with Chinese characteristics,deepening the reform of science and technology system,establishing technological innovation system enterprise-oriented,market-oriented,industry-university-research deeply integrated is an inevitable requirement of enhancing regional innovation capacity.In order to implement the strategy of innovation-driven development in the development of regional economy and realize the coordinated development of regional innovation system(RIS),it is necessary to strongly encourage and support the broad and in-depth participation of multiple actors in RIS in collaborative innovation.Constructing the mechanism of multi-subject collaborative innovation in RIS and doing systematic research about it can undoubtedly enrich the content of knowledge economy and innovation management,further enrich the research system of regional innovation and collaborative innovation.It can also guide regional economic development in China,cooperate with and guide the implementation of the strategy of innovation-driven development.Therefore,this paper focuses on the new characteristics of innovation-driven development and regional collaborative innovation in China.This paper constructs a mechanism of multi-subject collaborative innovation in RIS that include driving mechanism,subject behavioral decision mechanism,risk control mechanism and evaluation mechanism.This paper also puts forward the guarantee measures of multi-subject collaborative innovation mechanism in RIS.Firstly,I review and summarize the domestic and foreign research achievements and deficiencies in RIS,government-industry-university-research cooperation and collaborative innovation.Based on complexity science,triple & four helix theory,cooperative innovation theory,the theoretical framework of this research is established,the internal organization,mode action and internal relationship of mechanism of multi-subject collaborative innovation in RIS are explained.The specific research contents of driving mechanism,subject behavioral decision mechanism,risk control mechanism and evaluation mechanism are determined.Secondly,I analyze the driving mechanism of multi-subject collaborative innovation in RIS under the conditions of resource potential difference and interest demand.The driving force of multi-subject collaborative innovation in RIS is decomposed into internal driving force and external driving force.Internal driving forces include self-driving forces and other-driving forces.The external driving force includes innovation environment,innovation subject ability and innovation subject distance.The driving efficiency and intensity of internal and external driving forces are measured by means of stochastic frontier function.The driving mechanism of multi-subject collaborative innovation in RIS is composed of internal drive mechanism and external drive mechanism.Thirdly,based on the identification of stakeholders and principles of cooperation,I analyze the specific model of multi-subject collaborative innovation in RIS.The game payment matrix of enterprises and university-research institute under the market mechanism is constructed.The effects of cooperative income,profit distribution coefficient,compensation coefficient,cooperative cost and relationship maintenance cost are investigated by numerical simulation.Similarly,the game payment matrix of enterprises and university-research institute with government participation is constructed.The effects of government funding and government punishment are investigated by numerical simulation.The subject behavioral decision mechanism of multi-subject collaborative innovation in RIS is made up of cooperation mode selection decision-making mechanism,cooperation process decision-making mechanism,benefit distribution decision-making mechanism and incentive decision-making mechanism.Fourthly,I identify the connotation and characteristics of internal and external risks of multi-subject collaborative innovation in RIS.The specific types of risk include environmental risk,technical risk,capital risk,management risk and moral risk.Risk early warning is accomplished by means of risk matter element and extension algorithm.The empirical analysis of risk management of multi-subject collaborative innovation in Heilongjiang province is also completed.The risk control mechanism of multi-subject collaborative innovation in RIS is made up of risk monitoring mechanism,risk aversion mechanism and risk control guarantee mechanism.Fifthly,based on composite system coordinating degree,I identify order parameters,construct the evaluation index system of multi-subject collaborative innovation in RIS,measure order degree of subsystem and collaborative degree of composite system in different provinces of China.Comparative analysis is performed on time series and regional space by examining the degree of synergy of the size,positive and negative,fluctuations.The evaluation mechanism of multi-subject collaborative innovation in RIS is made up of evaluation preparation mechanism,evaluation implementation mechanism and result application mechanism.Finally,combined with specific research results of the driving mechanism,subject behavioral deci-sion mechanism,risk control mechanism and evaluation mechanism of multi-subject collaborative innovation in RIS.I put forward the countermeasures to achieve mechanism on multi-subject collaborative innovation in RIS.It is hoped that this study can provide a useful reference for the construction of RIS and the implementation of innovation-driven development strategy in China.
