| Since the establishment of the first batch of national economic development zones in 1984,China's development zones have become an important window of opening up and an important space carrier of industrialization and urbanization.However,as an institutional space related to industry and economic growth,there is contradictory tension between the development zone and the surrounding townships.The tension is due to the implementation of special institutional policies and management means with a clear boundary zone in development zones,while surrounding townships are more often marginalized as peripheral regions.Thus,such phenomenon as development zones and surrounding townships are separated generally exists in the cases of urban fringe development zones in China.It is true that the separation of urban fringe development zone and township has brought negative effects on the development of surrounding townships,and the construction of harmonious man land relationship with surrounding townships.Theoretically speaking,the separation of development zone and township is the process and product of uneven geographical development which is criticized by Marxist geographers.Practically speaking,it is incompatible with the regional coordinated development strategy advocated by the state in the new era.In view of this,it is particularly necessary to carry out a comprehensive and in-depth study on the separation of an urban fringe development zone and surrounding townships.This paper starts from the following three aspects: Firstly,using the production of space theory,this paper clarifies internal logic of production of space in China's development zones under the influence of political and economic factors,combines with the research object of urban fringe development zone,integrates the logical relations of power,capital,space and society,and defines the connotation,extension and basic attributes of the category of separation of development zone and township in urban fringe from the socio-spatial perspective.Secondly,drawing on the conception triad methodology,it exploratively builds an analytical framework for the separation of development zone and township in China's urban fringe,which is composed of multidisciplinary knowledge of capital circulation,power landscape,sense of place,and place integration.The case of Wenzhou Eco-Tech Development Zone is an empirical case,which examines the evolutionary characteristics of the social space between the development zone and surrounding townships from a critical spatial perspective.Finally,it explores the formation mechanism of the separation of development zone and township in urban fringe,and also explores the countermeasures and suggestions for the coordination of development zone and township.The main conclusions of the study are as follows.1.There is a problem of separation between the urban fringe development zone and the surrounding townships.After regional restructuring and rescaling,the urban fringe development zone focuses more on its own development and relatively ignores or marginalizes the development of the original administrative region,especially the neighboring townships.It results in the uneven geographical development.According to the narrative discourse of Marxist geography that “(social)space is a(social)product”,the separation of development zone and township in the urban fringe which is prominently manifested in the spatial function,geographical landscape,local emotion and other social space dimensions,at the same time,the separation of development zone and township in the urban fringe has several basic attributes such as social spatiality,spatial location,agglomeration shadows,and sequential phases.2.The separation of development zone and township in Wenzhou Eco-Tech Development Zone presents the evolution characteristics of conception triad.Firstly,in terms of the representation of space,the spatial function of the development zone led by the local government has evolved from a totally industrial zone to a multi-functional comprehensive industrial zone,and further to an innovative science and technology city,in order to meet the dynamic requirements of the three stages of capital circulation on the spatial attribute.As a result,the surrounding townships are regulated as auxiliary functional areas,not favored by capital.Secondly,in terms of space practice,the original natural space of the development zone has been creatively destroyed into urban frontier,while townships have been marginalized into semi urban areas mixed with urban and rural areas.Thirdly,in terms of space of representation,the floating population has a dilemma of place integration in the surrounding townships,and the residents around the development zone have negative senses of place.3.Urban growth coalition leads to the development of separation of the development zone and township in urban fringe.In order to achieve the goal of economic growth in the political task,the local government,by means of spatial management and policies such as land resource monopoly,management committee governance and urban and industrial planning,has concluded an operational urban growth alliance with the capital that needs to be accumulated in the stable space to promote the production of the development zone.In this way,the development zone has become a globalization space frontier,while the surrounding townships have been confined to the development needs of the development zone and abandoned by power regulation and capital into a peripheral region.Furthermore,this spatial structure affects the surrounding residents' emotion of place.4.The reconstruction of social space continuum is a countermeasure to solve the problem of separation of development zone and township in urban fringe.The separation of the development zone and township in urban fringe is one of the types of uneven geographical development.The uneven geographical order is the expression of the internal contradiction of capital accumulation in space.It can be said that it is inevitable.Therefore,promoting the space to develop in a balanced way in agglomeration is the key to solve the problem.The coordinated development of urban fringe development zone and township need to correctly deal with the relationship between capital logic and spatial logic,the allocation of urban spatial rights,the benefit of development achievements,and other issues.When it comes to specific response measures,it covers the establishment of the integration of management system,the place integration of the floating population,the construction of the global sense of place of the surrounding residents and so on.The main innovations of this paper are as follows: 1.Based on the production of space theory,this paper analyzes the phenomenon of separation of development zone and township from the perspective of dialectical unity between space politics and economy and daily life practice,which bridges the gap between the two research paradigms of space politics and economy and daily life practice;2.Using the conception triad method,this paper constructs a specific analysis framework of separation of development zone and township in urban fringe,which makes up for the shortcomings of existing research areas focusing on economic dimension and ignoring social and cultural dimension,and of course provides a reference model for other research on unbalanced geographical development of small-scale space;3.Based on the case study of Wenzhou Eco-Tech Development Zone,it is found that local governments in China's unique political and institutional environment,while serving the market,also try to use market means or act through the market to solve the problem of urban development contradiction,which corrects the deficiency that power always serves the accumulation of capital in the production of space theory. |
