Research On The Integrated Development Of Primary, Secondary And Tertiary Industries In My Country's Rural Areas From The Perspective Of Industrial Chain

Since reform and opening,major progress has been made in agricultural development rural.But in China,the agriculture,rural areas and farmers problems are still serious,the rural industries foundation development is weak,farmers increasing their earning space get limit and the big unbalancing between countryside and city is disequilibrium.The remarkable Problems of agriculture,rural areas and farmers are contradictory to the overall demand of the flourishing rural industry in China as well as the "bottleneck" of the big circular economic development domestic.Therefore,industrial integration is the direction to promote the interaction and penetration of rural agriculture and non-agricultural secondary and tertiary industries,which is a way to break through the plight of agriculture,rural areas and farmers,and promote the prosperity of rural industries and the circular national economy development in the area.Industry convergence is the basic trend of modern industrial development.As a new modern paradigrim of agricultural development,integration of the first,second and third industries in rural areas is a new way to deep integrated major development,rather than agricultural industrialisation in the traditional way,rural industries in rural areas related to subjects,interests,value and space of integrated industrial development.How to adapt to the general trend of integrated development,accekerate the integrated development agriculture and agriculture-related manufacturing,service industries and other industries in rural areas and break the "agriculture,rural areas and farmers" dilemma has become a new theme that needs urgent solutions from academia,government and society.The industrial chain is the basic organizational method of modern industry and an important vehicle for the analysis and research of industrial integration.Industrial integration is a process of disintegration,rebuilding and upgrading of the industrial chain.In 2015,Central Committee Document No.1 proposed "to Introduce industrial chain,value chain and other modern industrial organization methods in agriculture to promote the integration and interaction of the primary,secondary and tertiary industries".The integration of primary,secondary and tertiary industries in rural areas will inevitably lead to the transformation and upgrading of the agribusiness chain.Hence,the study of the integrated development of rural primary,secondary and tertiary industries from the industrial chain perspective has some theoretical and practical value.This article adheres to the problem-oriented and theoretically integrated research ideas,and focuses on answering the three key questions of integrated development from the perspective of the industry chain:First,the theoretical question:What is the theoretical basis for the integration of primary,secondary and tertiary industries?Second,the question of historical development:What is the historical process and the integrated development of level of industry in my country's rural areas?Third,the core issues practice:the cultivation of the main body to the integrated development,space optimization,and value appreciation issues in my country's rural areas.(1)Who is the main body of rural integration development?How can peasant better take part in countryside engineering to increase employment and income?How to cultivate and upgrade the integration of engineering in countrside?(2)What are the spatial carriers for the main integrated first evolution,second third place engineering in countrside?How to ameiorate the space vehicle feature in the base growth,second third place engineering in countrside?(3)How to integrate and develop different industries in rural my country?How can agriculture gain value and increase added value through integrated development with manufacturing and service industries?The article is separate eight parts,the major components are as below:The first chapter is introduction.By teasing the domestic related research results and overseas study circles on the integrated development of rural industries,the study questions,study approach,study details and study means of this article are in focus.The second chapter is the theoretical analysis of the integrated development of rural industries from the industrial chain perspective.Based on theoretical analysis of industrial chain,the concept of rural basic level integration contains the motive force and mechanism,agro-related industries are discussed from the perspective of industrial chain,and a theoretical framework for the integrated development of rural agriculture,agro-related industries is constructed.This article believes that the integrated development of rural industries is dominated by rural space,based on agriculture,and for the purpose of industrial value-added,through agriculture and agro-industry,catering industry,tourism and other agricultural secondary and tertiary industries or agricultural industry cross-reorganization and interactive integration between them will form new industries and new formats such as leisure agriculture,facility agriculture,and ecological agriculture,and continuously innovate and upgrade the process of agricultural industry chain.The integrated development substance of rural industries is draw the new industrial organization of the industrial chain into agriculture,so as to promote the deep integration of primary,secondary and tertiary industries in the dimensions of industrial value,subject,and space.From the integration motivation angle,the integrated development of rural industries is a complex process underlined by a variety of factors.These factors mainly include modular division of labor,main interest-driven,technology and knowledge innovation,market demand upgrading,industrial organization innovation,policy and six aspects including system reform.From the new heights of integration mechanism,the integrated development of rural primary,secondary and tertiary industries starts from the two-way chain relationship between agriculture and secondary and tertiary industries.After two stages of modular decomposition and integration of the industrial chain links,the integrated development is finally formed.Agricultural industry chain network.The third chapter is the historical study of the integration and development of the industries in our country's rural areas from the perspective of the industrial chain.lt focuses on the analysis of the staged characteristics,core policies and historical context of the integrated development of the industries in rural my country since the founding of the People's Republic of China 70 years ago.This article believes that the development process of the integration of major industries in country's rural areas is divided into four phases:the embryonic phase(1949-1977)led by the development of the integration of industry and agriculture,the exploration section(1978-1990)led by the uniting of agriculture and industry,the initial section of the industrialization of agriculture(1991-2014),the deepening stage guided by the integration of primary,secondary and tertiary industries in rural areas(2015 to present).The development and modulation of policies have something to do with the integration and development of the industries in country's rural areas has always keep on with the logic of solving the practical problems of the "three rural" issues,focusing on the interests of farmers,and taking market reforms and rural industrial policy innovations as the ways.The fourth chapter is the research on the measurement of the integrated development level of our country's rural industries from the view of industrial chain.Using the input-output model,explored and constructed two core indicators:the integration degree of rural different industries industries and the integration balance degree of rural industries.On account of the seven national forty two-sector input-output tables made by related government departments from 2002 to 2017,the integration degree and integration balance degree of country's rural industries,agriculture and agro-related industries,and eighteen agriculture-related industries.The degree of integration of sub-industries of agriculture and agro-related industries has been scientifically measured and analyzed.Studies have shown that from the overall level,the integration of the country's rural agriculture and agro-related industries showed a drift of rising first and then moving from 2002 to 2017.In 2017,the integration degree reached 0.2188,and the overall integration was still at a low level.From the view of equilibrium,the "unbalanced" situation of the integrated development of agriculture and different agro-related industries in country's rural areas is remarkable.In 2017,the balance of the integration of industries in rural areas was 0.1613.The level of integration of the country's agriculture and agricultural manufacturing was much higher than the level of integration of agriculture and agricultural services,and the lagging development of the integration of agriculture and agricultural services has become the current main shortcomings of the integrated development of country's rural industries.From the view of the changes in the integration balance degree,the two periods of 2002-2015 and 2015-2017 showed different characteristics of the integration balance degree changes.From 2002 to 2015,the degree of integration of the agriculture and agro-related industries in our country's rural areas has gradually descended,and the level of integration of agriculture and food manufacturing,tobacco processing,chemical industry and other agricultural secondary industries has become higher and higher,which has become a driving force for rural industrial integration.During this period,the level of integration of agriculture and agro-related service industry showed a low-level decline year by year,especially the integration of agriculture and modern productive service industries such as information service industry,technology service industry.The degree has been maintained at a low level for a long time.However,from 2015 to 2017,with the implementation of a series of rural industrial integration development policies,the downward trend of integrated development of agriculture and agricultural-related service industries was reversed,such as transportation,storage,postal,wholesale and retail trade,etc.The productive service industry has begun to develop rapidly,and the low-level integration of agriculture and agro-related tertiary industries has improved,which has become an important driving force to promote the integration of rural industries.The fifth chapter is the analysis of the cultivation and upgrading of the integration and development of the industries in rural country from the perspective of the industrial chain.From the perspective of the industrial organization chain,this paper focuses on the analysis of the characteristics of the main body of the integration of the agriculture and agro-related industries industries in country's rural areas and the organizational chain mode between the main bodies,analyzes the problems faced by the development of the main body and the deep-seated reasons,and explores country based on the actual development of rural areas and the status of field investigations.Cultivating and upgrading the direction of rural industry integration entities,and innovating the organization chain model of integration entities.This article believes that the current development of integration entities faces three problems:one is that"weak farmers" participate in the development of rural industry integration and face many limitations;the other is the lack of high-quality integration entities and the lack of motivation to build organizational chains;the third is the interests of integration entities.The connection is loose and the organization chain coordination level is not outstanding.The underlying reasons for these problems are the mismatching and generalization of government policies and the imperfectness of the supporting integrated development system.The cultivation and enhancing of integration entities of rural various industries should be comprehensively promoted from the three levels of smallholders,industrial integration entities,and inter-organizational chains of integration entities.Smallholders must enhance their participation by improving their own quality and efficiency,endogenous organization,and external integration.The depth of integration of rural industries.For integration entities,on the one hand,it is necessary to actively guide the growth of endogenous integration entities such as farmers' comprehensive cooperatives,farmers' cooperatives,and village equity economic cooperatives led by the village collective economy;On the other hand,it is necessary to continue to enhance the leading demonstration role of exogenous and hybrid integration entities such as leading enterprises,Internet platform enterprises,and service consulting companies.On this basis,the integration entities must continue to innovate strategic alliances and vertically integrated organizational chain models to promote high-level division of labor and collaboration in the industrial organization chain.The sixth chapter is the analysis of the optimization of the development space of the integration of our country's rural industries from the perspective of the industrial chain.From the perspective of the industrial space chain,it focuses on analyzing the current spatial changes of rural factor endowments and industrial development in China,analyzing the spatial constraints and reasons faced by the integrated development of country's rural industries,and exploring the target carrier and optimization direction of the integrated development space.This article believes that,at this phase,the country's rural areas are showing the gradual manifestation of potential endowments,the continuous enhancement of the complementarity and mobility of countryside and rural factor resources,the accelerating formation of the core area of economic growth,and the continuous remodeling of the economic space industrial situation.These new comparisons advantages have laid the foundation for the integrated evolution of rural agriculture and agro-related industries industries.But at the same time,the integrated evolution of agriculture and agro-related industries industries in rural areas is still facing the inefficient use of rural space resources and the loss of value.Modern economic elements such as urban knowledge,technology,and data are not circulated to rural areas smoothly,and the agricultural industrial space chain is "short-chain" and "Space constraints such as "broken link".Based on this,the integrated development of country's rural industries should focus on villages and small towns as core spaces,cities and suburban towns as auxiliary spaces,and digital virtual spaces as emerging spaces to build a geo-network multidimensional integration with complementary advantages and allocated reasonably.Space system to optimize the integration space of rural industries,it is necessary to promote the extension of the internal industrial space chain in rural areas through the three-dimensional comprehensive development of rural space resources and the agglomeration of agro-related manufacturing and service industries in small cities and the external docking of the agricultural industry chain,urban headquarters economy,industrial transfer and other methods reconstruct the urban and rural industrial space chain,and promote the large-scale circulation of urban and rural industrial space.The seventh Chapter is the analysis of the value-added chain of the integration of the industries in my country's rural areas from the vision of the industrial chain.From the vision of the industrial value chain,analyze the spatial characteristics of the integrated evolution value of rural agriculture and agriculture-related manufacturing,service industry industries,explore the integrated value-added path of the multiple industries industries in my country's rural areas,and combine typical cases to compare and study the characteristics of different paths and the actual application conditions of the integration subject.This article believes that the value-added space of rural industries is an irregular saddle shape.From the perspective of the "length,width,and height" of the value-added space of rural primary,secondary,and tertiary industries,the value-added path of industrial integration can be divided into three types:value chain elevation,value chain climbing,and value chain expansion.The value-added characteristics,regional space application conditions,and application conditions of the integration subject of the three paths are very different.Different regions should choose the path of the integration development goal according to resource endowment conditions,economic development stage,and local conditions.The eighth chapter is the countermeasures and suggestions to facilitate the integrated development of the industries in rural my country.On the basis of the analysis in the previous chapters,in view of the main problems of the integrated development of the industries in rural areas in China,combined with the development direction and trend of industrial integration,from policy and system innovation,integration of the main body upgrade,integration space optimization,integration value appreciation and interest linkage mechanism in five aspects including construction,it proposes countermeasures and suggestions to promote the deep integration of my country's rural agriculture and manufacturing,service industry.First,to strengthen rural industrial policy and system innovation;Second,to improve the energy level of diversified entities;Third,to improve the multi-dimensional benefit linkage mechanism;Fourth,to speed up the reshaping of rural element resources and spatial advantages;Fifth,to promote the entirety of modern agriculture industrial chain upgrade.
