As a higher continuing education of academic diplomas mainly for working adults,Web-based Education in universities originated in the Modern Distance Education Project implemented in China in 1999.Over the past 20 years,the scale of Web-based Education talent training in universities has achieved substantial growth,and it has played an important role in improving the educational level and technical skill level of working adults and promoting the popularization of higher education in China.However,the expansion of the scale cannot hide the fact that the quality of its talent training is not high.The quality of talent training is affected by both ‘teaching quality' and ‘learning quality'.The learning quality of Web-based Education learners is an important aspect that affects the quality of talent training,but this didn't get enough attention in research.This paper focuses on the topic of learning quality of Web-based Education learners,and tries to find out the current situation of Web-based Education learners' learning quality on the basis of exploration of the connotation and constituent dimensions of ‘learning quality',find out the reasons for the formation of the current situation,and propose the path to improve learning quality.In conclusion,the main problems of this research include two categories.One is the basic theoretical problem,mainly ‘what is learning quality,and what dimensions are it made of';the second is a specific practical problem.It mainly focuses on ‘what is the current situation of the learning quality of Web-based Education learners in universities,why it is so,and how to improve it'.Based on the above problems,this study is based on the theory of self-regulated learning,learning process theory and learning engagement theory,and mainly uses three research methods: interview method,coding analysis method and statistical analysis method to carry out the following research.First,define the connotation and composition dimensions of Web-based Education learners' learning quality.This study conducted semi-structured interviews with Webbased Education learners,Web-based Education deans,teaching administrators,teachers and other stakeholders,and organized a focus group interview with university network education teaching administrators.Based on the interviews and using Grounded Theory(i.e.open coding,relational coding and selective coding),this paper clarifies the connotation of online education learning quality,and proposes 8dimensions of learning quality,named learning readiness,learning drive,learning planning,learning interaction,learning engagement,strategy application,task completion and learning outcome.Secondly,develop a learning quality scale for Web-based Education learners in universities.Based on the Grounded Theory research,and on the basis of drawing on relevant mature scales,this paper constructs a learning quality survey scale of Webbased Education learners in universities consisting of 76 items.This provides an objective and clear cognitive paradigm for further determining the connotation and constituent dimensions of learning quality.Through exploratory factor analysis and confirmatory factor analysis,it shows that it is scientific and reasonable to propose that the quality of learning is composed of 8 dimensions.Thirdly,investigate the current situation of learning quality of Web-based Education learners in universities.This study takes S university as a case to carry out a survey on the current situation of learners' learning quality.The survey found that the learning quality of Web-based Education learners in universities is at a medium level,the overall level is not high,and the levels of learning quality are uneven in all dimensions.At the same time,by using methods such as T-test and Variance analysis,it is found that the learning quality of different learners shows different characteristics in terms of the mean value,which is embodied in different gender,age,marriage,children,education level,study time,and study level.There are differences in the dimensions of learning quality among learners in majors,and work units,but the overall difference is not significant.Fourthly,analyze the causes of the problem of learning quality of Web-based Education learners in universities.On the basis of the interview method and the observation method,this research found that the problem of the learning quality of Web-based Education learners in universities is caused by three factors: the individual learner,the running of the universities and the development of the Web-based Education itself.The lack of margin in life of the learners themselves;The supply of educational content in host universities is divorced from the learning needs of learners,and the host universities ignore the actual situation and law of adult learning;The marginalization of online education and social prejudice against it make the learning environment and atmosphere poor.Together,they lead to the overall low learning quality.Finally,build a community model for improving the learning quality of Web-based Education learners,and make suggestions to improve the learning quality of Web-based Education learners.Learners should improve their learning ability and learn to learning;teachers promote learners to carry out problem-based learning;students strengthen peer collaboration and establish a virtual learning community;universities should be‘ability-oriented' to reconstruct the curriculum system;the government,universities,and employing unit should strengthen cooperation and promote pluralistic governance.Based on the situation of Web-based Education in universities in China,this paper has developed the concept of learning quality,proposed the constituent dimensions of learning quality,and developed a set of measurable and localized learning quality questionnaires based on this.It has carried out a holistic and integrated research on the learning quality of learners,found out the current situation of learners' learning quality,analyzed the causes of the current situation of learners' learning quality,and proposed a learning quality improvement path,so as to improve the quality of Web-based Education talent training in universities in the new era.
