The learning efficiency for adult learners is the key to adult continuing education. In recent years, as the result of expanding enrollment of adult colleges and universities, the limited teaching resources for college undergraduates have proved far to be inadequate, not to mention for the adult continuing education. In addition, to achieve the enrollment plan and hence guarantee the income, more emphasis is put on the pursuit of the enrolling numbers rather than on the learning efficiency of the adult learners, which results in the uncoordinated growth among the college running scale, investment mechanism, the management of teaching quality, monitoring system, guarantee of the teaching resources, and other related aspects as well. Meanwhile, learners' failing to meet the high demand of talent training also leads to a downward tendency, concerning the credibility of college diploma and public recognition.This paper, taking Zhanjiang Normal University as an Example, analyzes the present situation and existing problems, discusses what measures should be taken to improve the learning efficiency and learning practicality for adult learners'continuing education, combined with the public management and public policy analysis, and puts forward some suggestions and countermeasures in dealing with adult education problems in normal colleges and universities.This paper can be divided into four parts:The first part is a brief introduction, mainly focused on the domestic and foreign research situation at present, the significance and purpose of the research, and research methods.The second part introduces the basic education system and the present situation of adult higher education in Zhanjiang Normal University.The third part discusses the current problems related to the adult education in Zhanjiang Normal University, and then further analyzes the causes of these problems.In the fourth part, the author puts forward some suggestions and countermeasures in dealing with the problems.
