From the perspective of historical development,every major social transformation will lead to great changes in various fields,including education.Contemporary China is transforming from traditional society to modern society as a whole,and education is also transforming to modern.Schools system should clearly recognize the external development trend,form self-development awareness,recognize the development direction,combine favorable conditions with their own school situation,and take the route of active change to adapt to and even promote social progress.From the perspective of organizational change theory,the transformation of modern schools involves four variables: people,tasks and technologies,and organizational structure.Based on the value orientation of people-oriented and the perspective of new public service theory,this study takes the change of organizational structure as a breakthrough,and studies how to effectively and stably transform the existing internal organizational structure of schools to complete the transformation of modern school management under the vision of new public service theory with appropriate modern organizational structure theory.This research is divided into five parts: background research,theoretical research,historical and current research,practical research,and reflective research.It discusses the demands of the internal organizational structure change of the school.The theoretical basis,the history and current situation of school internal organizational structure change,the practice and Enlightenment of school internal organizational structure change under the new public service theory,and the reflection of school internal organizational structure change are those five aspects.The researchers comprehensively use literature research,questionnaire survey,historical research,interview survey,case analysis and other research methods,from the needs of the internal organizational structure of the school,put forward research problems and analyze the key problems;then based on the problem-solving,they choose the new public service theory as the analysis perspective to discuss,pointing out the direction for the later school reform practice.Opon this basis,the researchers further summed up the literature of school internal organizational structure change in recent decades,formed the hypothesis of school internal organizational structure characteristics and key dimensions of change under the perspective of the new public service theory,integrated into the analysis framework of school internal organizational structure change,and provided analysis tools for later history and current situation analysis and change practice;then based on the historical examination The current situation analysis shows the trend of the internal organizational structure reform of the school.It tests the analysis framework formed in this study and provides guidance for the later practice of school reform.Then,it takes a school as a case to carry out practical research,presenting the three stages of the internal organizational structure reform of the school.It tests the change analysis framework again and points out the key to the reform and enlightenment.In those three stages of practical research,the researchers also comprehensively used research methods such as investigation and interview,literature research and so on,and cooperated with the research objectives to investigate the degree of preparation for change,the degree of bureaucratic orientation and professional orientation within the school.This paper explores the basis or points of attention for the design of action plans,extracts the information needed from the text materials,and verifies the viewpoints.Finally,combined with the experience gained from the practical research,it puts forward the limitations of the analysis framework,mode,path and strategy of the school internal organizational structure change under the perspective of the new public service theory,and correspondingly proposes.The paper puts forward the optimized ideas: setting the reform analysis framework as open,leaving room for further development;trying to adopt the planned reform;bringing the theoretical guidance of the reform into the reform path;comprehensively adopting the power enforcement strategy,the rational experience strategy and the standardized re education strategy in the reform.According to this study:(1)The framework of change analysis can explain the situation of organizational structure change in schoolsThis study follows the idea of solving the key problems,forms the characteristics of school organizational structure in the perspective of the new public service theory through theoretical analysis,and forms the key dimensions of the change of school internal organizational structure through theoretical induction.After analyzing the corresponding relationship between features and dimensions,an analysis framework is formed.Then,based on the historical investigation and current situation analysis,a school reform practice to test the reform analysis framework.The results show that the analysis framework can be used to explain the changes of the internal organizational structure of schools in all stages,and with the development of the internal organizational structure of schools,the characteristics of the organizational structure are more and more close to the setting of the change analysis framework.Through reflection,it is found that the existence of the framework,on the one hand,can make complex phenomena be identified,but on the other hand,it will also limit the field of vision and ignore specific phenomena beyond the scope of interpretation of the analytical framework.Therefore,the framework of change analysis should be designed to be open-ended,so as to make room for the possibility of future development.(2)The transformation of the internal organizational structure of the school can adopt a combination of various forms.There are three modes of organizational structure reform in schools:improvement,plan and explosion.This study adopts a combination of positive change,planned change as the main body,and improved change adjustment.From the practical research,we find that school reform is more moderate,planned and gradual.It is suggested that the planned reform should be adopted in the stable and large-scale internal organizational structure reform of schools.(3)The path of school internal organizational structure reform is the combination of theoretical guidance and practical pathThe practice shows that schools can carry out the reform of internal organizational structure along the practical path of adjusting organizational structure-shifting down power and responsibility-institutional innovation-cultural generation.These four steps coincide with three stages of Kurt Lewin's "unfreezing","reform" and "refreezing".However,the transformation of school internal organizational structure from the perspective of new public service theory embodies the dialectical unity of theoretical guidance and practical exploration,so the transformation path should include both theoretical guidance and practical path.(4)The reform strategy of school internal organization structure is the combination of power enforcement strategy,rational experience strategy and standard re education strategyAccording to the classification of this study,the reform strategy can be divided into power enforcement strategy,rational experience strategy and normative re education strategy.The renewal strategy of people's consciousness at all levels and the reconstruction strategy of democratic process proposed in this study belong to the standard re education strategy,which can be used in the whole process of reform.The strategy of power enforcement can be mainly used in the formulation of administrative management system in the whole process of reform.Rational experience strategy can be used to guide organizational personnel to perceive the motivation and possible benefits of change in the early stage of change.It is found that the change strategy needs to change with the change of change situation and task.The comprehensive use of the three strategies can ensure the smooth progress of the reform.
