Participating in the reform and construction of global governance system actively,which requires talents support as a guarantee,is an important manifestation of China's commitment to fulfilling the world's responsibility.President Xi Jinping pointed out that participating in global governance requires a large number of professionals who are familiar with the Party and country policies,understand China's national conditions,have a global perspective,proficient in foreign languages,understand international rules,and skilled in international negotiations.In addition,“Ministry of Education's Work of 2017” clearly stated in the section “Building a New Pattern for Education Opening to the Outside World” that “implement the educational program of global governance talents”.This shows that China attaches great importance to the global governance talents.China's universities should be duty-bound to assume the responsibility of cultivating global governance talents.It is necessary to fully implement the educational program of global governance talents,that is,the talents cultivated must face the world and improve our country's influence by constantly speaking on the international stage,then serve the country's ability to gradually grasp the right of global governance.Based on the theory of “global governance” and “cultural iceberg”,this study systematically studies the cultural structure and educational countermeasures of global governance talents by using literature analysis methods,comparative research methods and Delphi methods.The research contents mainly include: clarifying the concept of global governance talents,constructing the cultural structure of global governance talents,and exploring the educational countermeasures of global governance talents.Based on the recognition and demonstration of “global governance theory with institutional elements”,this study defines “global governance talents” as a person within the scope of global governance(including actors associated with sovereign states and non-state behaviors)participate in the coordination and treatment of global issues concerning the survival and development of human society,and have corresponding governance awareness,governance ability and basic governance literacy.Thus,foreign affairs personnel,international organization staff,large multinational corporations members,NGO members,NPO members,international think tank researchers,etc.,as long as they have global governance literacy toparticipate in the negotiation of global issues and have a certain impact on the final decision-making are global governance talents.Based on the theory of “global governance” and “cultural iceberg”,this study comprehensively uses the documentary analysis method,comparative research method,and Delphi method.The cultural structure of global governance talents,which have 5 primary indicators and 13 secondary indicators,includes “level one indicators”,“level two indicators” and “connotation description”.Among them,the first-level indicators include “three-dimensional knowledge of global governance”,“ability of consult governance”,“awareness of global citizenship”,“global core values” and “emotions aroused by the international understanding”.The first-level indicator “three-dimensional knowledge of global governance” includes three secondary indicators: “professional knowledge”,“common knowledge” and “foreign language knowledge”;the first-level indicator “ability of consult governance”includes “communication ability”,“decision-making ability”,“executive ability” and“innovation ability”;the first-level indicator “awareness of global citizenship”includes “consensus” and “Chinese characteristics” awareness of global citizenship;the first-level indicator “global core values” contains “the human consensus values”and “the Chinese characteristics values of ‘wide consultation,joint contribution and shared benefits' ”;The indicator “emotions aroused by the international understanding” includes “emotion at the ontological level” and “emotion at the operational level”.In addition,the “connotation description” section is a further explanation of the content of each secondary indicator.According to the cultural structure of global governance talents,this study established the iceberg model of global governance talents' cultural structure.Among them,“above the iceberg” part mainly includes “three-dimensional knowledge of global governance” and “ability of consult governance”,which are the external explicit quality manifestation of governance talents.They can all be observed,measured and even developed.While “below the iceberg” part mainly includes“awareness of global citizenship”,“global core values” and “emotions aroused by the international understanding”,which are the inherent implicit quality manifestation of governance talents.They play a key role in the behavior of global governance talents.At present,the training status of global governance talents in some universities at home and abroad is mainly reflected in the following five aspects: firstly,the educational plan is mainly concentrated in top universities or strong disciplines athome and abroad.Secondly,the educational plan is mainly academic,supplemented by non-academic.Thirdly,The educational plan has a clearer understanding of educational objectives.Fourthly,the educational plan has formed a consensus on the“global awareness” quality elements.Fifthly,the initial curriculum system has been formed in the educational plan.However,there are also some problems at the expected and actual levels.Among them,the problems in the setting of the global governance talent quality structure at the expected level are as follows: firstly,there is a confusion between “professional knowledge” and “common knowledge”,and“non-universal language knowledge” is insufficient.Secondly,there is a lack of“innovation” in the capacity structure.Thirdly,“global citizenship awareness and values with Chinese characteristics” are not prominent enough.Fourthly,there is a general lack of attention to the “operating level” emotional elements.The problems in the implementation of the global governance talents' educational plan at the actual level are: Firstly,the educational level is slightly deformed.Secondly,the educational model is still imprisoned by professional education thinking.Thirdly,there is a lack of comprehensive evaluation of the quality of global governance talents.Based on the cultural structure of global governance talents and the review of global governance talents training status in some universities,this study aims to explore the educational countermeasures of global governance talents comprehensively from the five aspects of “educational institution”,“course setting”,“teaching form",“teacher team”,“evaluation of cultivation quality ”.In this part,this research mainly adopts the comparative research method,and provides a reference for the specific operable countermeasures by absorbing useful experience of universities in cultivating global governance talents.
