Since the 18th National Congress of the CPC,as the core of the party central committee,Xi Jinping has attached great importance to the quality of ideological and political education.The central government passed the national conference on ideological and political work in colleges and universities and published the outline for the implementation of the quality improvement project of ideological and political work in colleges and universities.These decisions are the ideological guidance and practical follow-up to improve the quality of ideological and political education in the new era.In recent years,the research on the quality of ideological and political education in the academic circles has continued to heat up and formed a lot of creative ideas.But overall,existing research has many shortcomings in the overall thinking on the quality of ideological and political education,systematically reviewing of the relevant research results,learning,integrating and re-innovating related principles of other disciplines.Especially with the development of the times,the profound changes in the international environment,the domestic situation and the people's thoughts have continuously put forward new and higher requirements for the quality of ideological and political education.Therefore,systematically researching on the quality of ideological and political education from the theoretical and practical levels is necessary and urgent.This paper is guided by Marxist theory,based on the quality issues of ideological and political education in the new era,comprehensively used of philosophy,economics,management,education and other related theories.The paper firstly revealed the connotation essence of the quality of ideological and political education,then explore its constituent elements,generation process and performance form.Based on a deep understanding of the concept of ideological and political education's quality,the paper try to construct evaluation criteria and evaluation principles for the quality of ideological and political education,to help solve the problem in it.Then,with the help of evaluation criteria,follow the evaluation principles,examining the current quality of ideological and political education,analyzing of the causes of quality problems.At last,basing on the above theoretical discussion and practical investigation,breaking through the empirical practice in ideological and political education,exploring the scientific path of improving the quality of ideological and political education.Overall,this paper mainly formed the following results and opinions:First,has clarified the connotation of the quality of ideological and political education.The meaning of "quality" is very rich,in the humanities and social sciences,it generally refers to the pros and cons of things,products or jobs,and it is the value judgment of the property of the object to meet the needs of the subject.Ideological and political education as a special social education activity,its quality refers to the situation of the educated person's ideological level,political consciousness,moral quality and cultural literacy,which meets the requirements of the development of certain political groups or political organizations efficiently and sustainably,it has the characteristics of ideological and political,system integrity,development synergy,high efficiency and durability.In the ideological and political education of our country,"people-centered" is a core concept of it,meeting the needs of the growth and development of the educated is also the meaning of the quality of ideological and political education in our country.Second,has analyzed the components,generation process and manifestation of the quality of ideological and political education.To form a deeper understanding of the quality of ideological and political education,we must further study the quality of ideological and political education.This research made a static analysis of the constituent elements of it,explored the generating process of it,revealed the manifestation of it.In terms of constituent elements,it include the main elements,the object elements,the carrier elements and the conditional elements.In terms of the generation process,ideological and political education is an important way for certain political groups or political organizations to exert ideological influence on their members.The quality of ideological and political education was generated in its own practice,including decision-making link,mobilization link,implementation link,performance link,and reflection link.In terms of the performance form,the performance form of the quality of ideological and political education includes the effect of it,the efficiency of it,and the benefit of it.Among them,the effect of it is the answer to the question of whether the object attribute satisfies the subject demand in ideological and political education;the efficiency of it is the evaluation of the "output and input ratio" of ideological and political education activities;the benefit of it is based on the effect of ideological and political education and the efficiency of ideological and political education,it is a reflection on the sustainability,stability and coordination of attributes to meet the needs of the main body.Third,has explored the standard content and evaluation principle of the quality of ideological and political education.Quality standard is the quality evaluation standard.The content of the evaluation standard of ideological and political education's quality should cover the principles and policies,organizational structure,personnel quality,technical skills,degree of results etc,and it was develop with the development of the times.According to the characteristics of ideological and political education,the evaluation of the quality of it should follow the principle of combining qualitative evaluation with quantitative evaluation,combining static evaluation with dynamic evaluation,combining unity evaluation with difference evaluation,combing social evaluation with self-evaluation,combining process evaluation with result evaluation.Fourth,has put forward the strategy to comprehensively improve the quality of ideological and political education.In the context of the coexistence of opportunities and challenges,for the causes of the quality of ideological and political education,we have to thinking about the strategy of comprehensively improving the quality of ideological and political education.In particular,through the establishment of a scientific concept of comprehensively improving the quality of ideological and political education,clarifying the principle of improving the quality of ideological and political education in the new era,then optimizing the system of ideological and political education to ensure the implementation of the party and the state's will;promoting the construction of ideological and political education team to improve the quality and skills of the educators;innovating education methods to enhance the affinity and pertinence of ideological and political education;strengthening the process management to reduce the waste of resources in ideological and political education;paying attention to reflective evaluation to promote the continuous improvement of the quality of ideological and political education.Because the research on the connotation,constituent elements,generation process and manifestation of the quality of ideological and political education were relatively weak,and there were also many debates on the study of quality issues in philosophy,management,education,and economics.This paper attempts to find a meeting point of thought from these research debates,combining the characteristics of ideological and political education to think about the quality of ideological and political education,this was both a possible innovation of this paper,and also a place to be deepened in my future research.The strategy of improving the quality of ideological and political education was another area for me to study in depth.,the quality of ideological and political education was an extremely complex and systematic theoretical and practical issue,it was difficult to conduct scientific investigation and accurate evaluation of it,it increase the difficulty of exploring the improvement strategy of ideological and political education's quality,and it was also a issue to be deepened in my future research.
