This paper mainly in the aspect of the subject of education to find a cause, from lag of education philosophy, education content is thin, education method is undeserved, environmental education is not good, education mechanism is not perfect the focuses on the analysis of the administrative departments and schools.Basing on the above analysis, attempts to construct the theoretical system of Shanxi rural primary and secondary school teachers of the ideological and political quality.
