The application of new technologies,such as mobile Internet,big data,artificial intelligence and block-chain,has greatly promoted the development of social productivity and the reconstruction of production relations in various countries,triggered profound changes in political,economic,social,cultural and other important fields in various countries,and significantly changed the relationship between government,market and society.In the face of the unprecedented challenges such as the diversification of public demand,the refinement of public services,the complexity of public issues and the diversification of public governance,the traditional government management mode has been unable to meet the requirements of the times and the needs of government governance,making the digital transformation of the government driven by new technology imminent.As the "last kilometer" to fulfill the fundamental purpose of "serving the people",public services involves the vital interests of the people,so how to improve its quality and efficiency,to better meet the public demands and create public value,which is not only a management issue,but also a political issue.Therefore,to promote the digital transformation of public services ecosystem is an urgent need to improve the level of government governance modernization,and to show the new form and direction of public management innovation.Public Value Theory is remodeling public management fundamentally.The public value theory is generated in the background of "alienation of public interests" caused by "public failure" and "fragmentation" caused by new public management.It organically links the public value expectations of government,society and market with the mission objectives,strategic management,organizational form and delivery mode of the public sector and creates a new public management rational approach and a new public governance paradigm returning to "value standard".Just as from the philosophical perspective,everything has universality and particularity.So does the theory of public value,as a frontier theory of western public management practice.This paper combines the basic principles of public value theory with the specific practice of digital transformation of public services in China,and to explore how to accelerate the construction of public services that people are satisfied with in the digital era.This paper focuses on "one main line,two key points" to carry out relevant theoretical research and empirical work,that is,"digital transformation of public services ecosystem based on public value" as the main line,and focuses on "transformation target form" and "transformation process mechanism".First of all,from the basic concepts,the theory of public value and the analysis of its coupling with public services,the theoretical source is traced,which lays the theoretical foundation of this study.Secondly,from the perspective of public value,this paper analyzes the development trend and bottleneck of the digital transformation of the public services ecosystem,and then constructs and explores in detail the target form and maturity measurement model of the "public services community" of the digital transformation,which lays the theoretical target framework and tool support for the mechanism analysis of the subsequent transformation process.Thirdly,it constructs the theoretical analysis framework of the digital transformation of the public service ecosystem,and explains the theoretical logic of it from the dynamic mechanism,between the organizational change and the so-created value.Thereby it applies the theoretical analysis framework to deeply analyze the development stage and the interactive relationship of the subjects of the public services ecosystem since the reform and opening up,the internal mechanism of the evolution of value types,and measures the effectiveness of digital transformation of public services ecosystem in 60 important Chinese cities.Finally,according to the theoretical and empirical research results above,and combing with the current situation of China's public services practice,the paper puts forward countermeasures and suggestions for the digital transformation of the public services ecosystem which are "strengthening mechanism,focusing on overall planning and precise service".Major findings are summarized as follows:First,the target form of digital transformation of public services ecosystem is "public services community",which is the inevitable development of public management theory and practice,and the inevitable return of traditional management rationality to value rationality.The goal form of the public services community is based on the value relationship between the people(subject)and public services(object),"community" is the organizational framework of this value relationship,the triangle of "co-created value leading,organizational change,and digital empowerment,the realization process of the value relationship of the "two processes,three links" in the public services value chain.People's satisfaction is the basic evaluation standard of value relationship.Second,there are significant causal relationships among the six variables of "government online service ability","government data openness","government efficiency","government transparency","business environment","public satisfaction",which have the distinctive characteristics of positive,pluralistic,hierarchical and integrated,and jointly affect the creation,transmission and diffusion of public value in public services among them,"government online service ability" is the core variable connecting the two key processes of public services value creation and value realization.The total effect of this variable on "government efficiency" is 0.482,the total effect on "government data opening" is 0.478,the total effect on "government transparency" is 0.245,the total effect on "business environment" is 0.275,and the total effect on "public satisfaction" is 0.263.Third,the digital transformation of the public services ecosystem is,in the final analysis,the process of improving the digital capabilities of the government,society,market and other value co-creators.It is also the game process of the public value strategic triangle of public services composed of digital empowerment,organizational change,and value co-creation.Creating public value is the value pursuit of "organizational change",and "value co-creation" is“Organizational change provides the direction of concept guidance and practice,"digital empowerment" provides technical support and tool innovation for "organizational change",and "organizational change" also provides practice space and practical carrier for "value co-creation" and "digital empowerment".This three parts interact,supporting each other and organically integrating in the practice of digital transformation of public services ecosystem,only by continuously improving the digital capabilities of the government,society and market,can we approach or reach the ideal target form of public services community.Fourth,the digital transformation of public services ecosystem has remarkable stage characteristics.the maturity and value contribution of the public service community are measurable,and the digital transformation of the public services ecosystem in different cities in the same development stage presents different maturity level.at present,the digital transformation of the public services ecosystem in important cities in China presents a new development pattern of "vertical : reverse level development,horizontal : crisscross",Which means,the maturity of municipal public services community is generally better than that of sub-provincial cities,and the gap between the eastern and central western regions has been narrowed obviously.the maturity of the urban public services community in the Yangtze River Delta and the Pearl River Delta is relatively high,and the development of important cities in the region is relatively balanced,so they have possessed small differences and high degree of integration,with the ability and conditions to build the "Yangtze River Delta public services community" and "Pearl River Delta public services community".
