In recent years,the number of the elderly population in China is increasing,the proportion of the elderly population is rising,the aging of the population has become a more and more prominent social problem in China.With the increase of the elderly’s demand for pension,we are forced to strengthen and improve the development of pension services as soon as possible to improve the living standards of the elderly.The existing domestic solutions are family pension,institutional pension,community pension,etc.The problem of community pension service supply,along with the aging of the population,is becoming more and more prominent and needs to be further studied and solved.The article is divided into six parts: The first part is to clarify the research content,determine the research background and significance according to the characteristics of the research object and scope,and elaborate the research methods,ideas and innovations.The second part introduces the basic concepts and related theories.The third part,as well as the introduction of the local current policy,analysis of the practical effect.The fourth part,through sorting out the relevant materials and combining with practice,studies the universal problems existing in the supply of community old-age service,and analyzes the existing problems and deficiencies.The fifth part,in view of the universal problems existing in the supply of community old-age care services,puts forward optimization suggestions,discusses the ways to enhance the supply of community old-age care services,and puts forward specific countermeasures and suggestions from the aspects of improving the system,increasing publicity,increasing investment,strengthening talent training,improving the evaluation and feedback mechanism,and innovating the supply model.The sixth part,conclusion and prospect.On the one hand,according to the theory of new public management,the government should play a leading role in the supply of community elderly care services,take the citizens’ demand as the guide,and adopt the decentralization of management.On the other hand,in the supply of community pension service,according to the new public service theory,the promotion of community pension service needs to pay attention to public service,democratic governance and citizen participation.According to the theory of multi-center governance,the main body of governance should be diversified.According to the theory of public product explanation and analysis,community endowment service system,provide the related services with a private product features and contains the public nature of the product,therefore,the government is the main agent,is the important guarantee of community endowment service supply,to actively develop the market again the power of the enterprise to participate pension services,to prevent the phenomenon of government failure.In order to further develop community old-age service work and improve the old-age service system,it is necessary to adhere to the government-led,gradually adjust the government functions,improve the functionality of the main body of service supply,develop old-age service places and facilities,strengthen the training of professional personnel,and gradually improve the old-age service level.
