| In the context of high-quality development in the new era,the energy sector promotes the reform and development of green low-carbon energy system through the energy revolution strategy of four revolutions,one cooperation.In the process of energy revolution,the multiple pressures of policy and market force the thermal power enterprises to continuously compress their profit space,restrict their development and face survival crisis.In the dynamic and complex market environment,how to make decisions to achieve successful transformation is of great significance for breaking through the shackles of their own development and promoting the establishment of modern energy system.However,in academic research and practice,thermal power is usually positioned as a production-oriented enterprise,focusing on the short-term and local problems at the tactical level,which fails to establish a systematic theory and application system to effectively guide the management reform at the strategic level.Therefore,based on the practical problems of strategic positioning and value selection of thermal power enterprises,this paper studies the theoretical and practical innovation of strategic change from the corporate level,business level,functional level and strategic implementation level,and explores the multi-level and whole process strategic change of thermal power enterprises in terms of strategic positioning,competitiveness construction,efficiency improvement and risk control,so as to promote the transformation and industrial upgrading of thermal power enterprises Level provides theoretical support and decision-making reference.The main contents of this paper are as follows:(1)This paper analyzes the changes of strategic environment of thermal power enterprises in the energy revolution,and establishes the research framework of strategic positioning of the company level based on cluster analysis and SWOT model.First of all,through in-depth analysis of the strategic environment for the development of thermal power enterprises,the opportunities and threats,advantages and disadvantages of thermal power enterprises are clarified.Considering that the competitive attributes of resource-based enterprises are affected by resource endowment differences,production scale benefits and other factors,combined with the installed capacity,power generation and location characteristics of thermal power enterprises,this paper makes a cluster analysis of 918 coal-fired thermal power enterprises in China.According to the characteristic value of each cluster and the corresponding enterprise type characteristics,SWOT is used to classify four types of enterprises:enterprising,competitive,conservative and defensive Strategic positioning,and from the perspective of enterprise development dynamics,the strategic change direction of different types of thermal power enterprises in the company level is clarified.Service innovation strategy based on so(advantage opportunity)aggressive positioning,mode innovation strategy based on wo(disadvantage opportunity)conservative orientation,and technology innovation strategy based on st(advantage threat)competitive positioning.(2)By changing the way of enterprise value creation,this paper designs a competitiveness model based on value network and analyzes its stability.First of all,according to the expansion of thermal power business scope and the change of competition mode in the energy revolution,the value network competitiveness model is established from three levels of network organization structure,operation mode and profit model.Through the abstract analysis and demonstration of the mathematical model,the value network can achieve the maximum profit of core enterprises and increase the total output of the network through the main body collaboration.Secondly,based on the value network competitiveness model,the competitiveness of differentiation.integration and collaborative innovation is constructed for different types of thermal power enterprises in different business value-added areas of the industrial chain,and the core demands,advantages and disadvantages and construction path of business level competitiveness are clarified.Finally,considering the limited rationality of the node enterprises in the value network,based on the evolutionary game theory,this paper studies the influence of income,cost,distribution coefficient and other factors on the stability of network competitiveness.It provides strategic support for the strategic change of the business level from the aspects of reducing the input cost,increasing the expected income,improving the scientific rationality of the distribution,and establishing constraints.(3)The management innovation system and efficiency evaluation model are constructed by using management innovation means to change the operation and management mode of enterprises.Firstly,it analyzes the limitations of the traditional straight-line function system in the implementation of the strategic change of the company level and business level,modularizes the management content around the strategic objectives,establishes technical standards and management standards for each module,and forms a standardized management system based on PDCA cycle,combining with the lean auxiliary mechanism of human,financial and material,and the digital improvement of operation and marketing The promotion mechanism together constitutes the management innovation system of the functional level.In order to scientifically evaluate the efficiency improvement effect of management innovation system,based on the improved balanced scorecard,the evaluation model of resource allocation efficiency of thermal power enterprises is established from five dimensions of finance,customer,internal process,learning and growth,safety and environmental protection.Finally,the dynamic evaluation mechanism is applied to the evaluation of management innovation effect and resource allocation efficiency of Hengfeng power plant.The evaluation results show that the efficiency of resource allocation has been significantly improved after the establishment of management innovation system around the production and operation module.The practicability of the method is verified by the practical application of thermal power enterprises.(4)Based on the strategic formulation of the company level,business level and functional level,the risk communication analysis model of the implementation of the strategic management reform system of thermal power enterprises is constructed.Firstly,according to the complex characteristics of strategic implementation network,the risks involved in network nodes,network relations and network structure are identified,and the transmission mechanism of risks in strategic implementation network is analyzed.On this basis,considering the risk control ability of enterprises in the strategic implementation network,the importance difference of energy,capital,technology and other enterprises,and the tightness of enterprise business relations,the analysis model of risk propagation is constructed.The law of risk propagation is summarized through simulation,that is,the network risk loss caused by different types of nodes is different and the tightness is different The network loss caused by the edge damage is different,and the network with different complexity has different loss when it is affected by risk.Finally,according to the results of risk evolution simulation,the risk control strategies of strategy implementation are proposed from three aspects:strengthening the risk early warning of different types of enterprises,improving the ability of network collaborative management,and building the network information sharing platform.The development of this paper enriches the research results of strategic management theory,competitiveness analysis theory and practical application from the perspective of network.Through the comprehensive strategic change research of thermal power enterprises,the change direction of different types of enterprises,the promotion path of value creation ability,resource allocation ability and risk control ability is clarified.And from the service innovation,mode innovation,technology innovation,management innovation to establish the sustainable development of thermal power enterprises competitive advantage,help thermal power in the energy revolution to release new development momentum.By improving and optimizing the methods and processes of strategic management,it is helpful to improve the level of strategic management of thermal power enterprises and realize the
