The people take food as their heaven and food as their first priority.With the rapid development of economy and society,the food industry has also been growing with high quality,the increase of new types of food,the emergence of new food technology,and the change of dietary patterns,making the public pay more and more attention to food safety issues.Especially in recent years,the outbreak of food safety incidents,such as mad cow disease,lean meat powder,gutter oil,zombie meat and takeaway hygiene,not only endangered the life and health of the public,but also caused immeasurable negative social impact and made the public have the ability to govern the government.How to deal with food safety issues,so that people can eat at ease,has gradually become the focus of attention of the theoretical and practical circles.The key of food safety management lies in the identification and prevention of food safety risks.However,most of the existing studies identify and warn food safety risks by means of systematic analysis of food safety incidents afterwards,ignoring the important role that food safety information can play in the process of food safety management,especially when it comes to food safety incidents.In the era of big data and Internet economy,the wide application of information technology makes it more convenient to obtain relevant information and data in food production process.Policymakers can timely,accurately and comprehensively obtain relevant food safety information,and can make a scientific assessment of the risk state in the process of food safety risk evolution,and then take measures.Effective food safety risk response decision-making program,shorten the decision-making delay,thereby reducing the possibility of food safety accidents.Therefore,from the perspective of information flow,this study attempts to make a thorough discussion on food safety risk identification,early warning and system architecture from the perspective of information flow,combining information flow theory,risk management theory and social governance theory.Based on the perspective of information flow,this paper identifies the key factors,direct factors and risk of food safety.The internal relationship among risk factors was analyzed by game theory.The information flow control process of food safety risk in food industry chain was studied.A food safety risk early warning model based on support vector machine was constructed,and the structure of food safety risk early warning system was designed.The innovations and main conclusions of this study are as follows:(1)Identify the key and direct factors affecting food safety risk from the perspective of information flow,as well as the internal relationship between risk factors.This paper extracts food safety risk factors from the perspective of information flow,and establishes an index system of food safety risk factors from the perspective of information flow.Through the analysis of food safety risk identification model based on DEMATEL-ISM method,it is found that supervision is inadequate,the degree of activity of public opinion information and personal safety risk awareness are true.The key factors influencing food safety risk from the perspective of reporting.Unhygienic processing environment,unreasonable processing procedures and inappropriate eating procedures are the most superficial causes of food safety risks or food safety incidents.The findings provide a new way for the evaluation and identification of food safety risks,and expand the research perspective of food safety issues.(2)The influencing factors and Strategies of information flow control of food safety risk were clarified.The results show that in order to reduce the possibility of false food safety information transfer between food producers and sellers,we can reduce the supervision cost of food regulators,improve the supervision ability of supervisors,and increase the punishment of food producers and sellers who have false information transfer.In order to improve the efficiency of food supervisors participating in the supervision of food safety information,we can improve the supervisory ability of supervisors,increase the punishment of food producers in the circulation of false information,reduce the income that sellers receive from the false information provided by producers,and increase the sales of false information in the circulation.Punishment is achieved.The discussion on the control strategy of food safety information flow further extends the research boundary of food safety risk and traceability information sharing.(3)An early warning model of food safety risk information based on support vector machine was constructed.Based on the analysis of the process and index system of food safety risk information early warning,the optimal parameters of support vector machine model are determined by using radial basis function and particle swarm optimization.The early warning model is trained and validated by taking the risk status of 60 food sampling items collected in 2018 as research samples.The results show that food safety risk information early warning model has good learning and generalization ability,and can get more accurate prediction results.The prediction accuracy rate reaches 92%.It solves the problem of food safety risk information early warning classification,and provides a new research method and ideas for food safety risk early warning.(4)Design the framework of food safety risk information early warning system.The business process,non-functional requirement and functional requirement of food safety risk information early warning system are analyzed.The whole early warning system is divided into five main functional modules: information acquisition module,early warning analysis module,model early warning module,early warning management module and basic information module.On this basis,the early warning system is designed as a five-level system architecture including infrastructure layer,data layer,platform support layer,application layer and access layer.The specific contents of the system functions of information acquisition,early warning analysis,model early warning and early warning management are elaborated in detail.The proposed framework of food safety risk information early warning system can provide decision support and reference for the development of early warning system.
