As an important pillar of China's economy,large central enterprise groups play a very important role.They play a key role in realizing the national strategy and driving the sustainable development of national economy.They have undertaken a large number of mega projects.These mega projects often have the characteristics of large investment,long period,high technical requirements and difficult enviroment.It is urgent to find a suitable project monitoring method.It has important application value and theoretical significance to strengthen the monitoring of the key stage in the whole process of the project,improve the standardization and digitalization of project management.In view of the important challenges of project management faced by large central enterprise groups,this paper takes China National Offshore Oil Corporation(CNOOC)as the research object,the Stage-Gate management system,and builds the-life-cycle dynamic process monitoring system of mega projects from the perspective of scenario analysis and risk management.Combined with the cost/schedule/quality management and other key management methods in the mega projects,this paper deeply discusses the establishment of project monitoring system,so as to solve the dilemma of lack of unified methodology in different scenarios,and provide a unified standardized system.Combined with the management governance structure of CNOOC,this paper introduces the Stage-gate management system,designs a life-cycle process monitoring model for mega projects,and forms a complete process monitoring flow through RACI at three levels,so as to realize the whole life cycle dynamic monitoring for mega projects.A set of scenario analysis model suitable for projects is designed and verified by a project.The life-cycle process monitoring model based on Stage-gate management,combined with the risk management methods,this paper completes the design and implementation of a mega project life-cycle risk management process monitoring model,and take one deep-water gas field project(Lingshui 17-2)as an example to verify it during project assess stage management.The project process monitoring model based on risk management establishes a set of standards,which is based on the establishment of a set of unified management standards,guaranteed by RACI,supported by the overall project management standardized and automated information system,can realize the standardization,digitization,visualization and intelligence of project management.This paper establishes a set of standardized project life cycle monitoring management system,so that large central enterprises have a set of framework blueprint as the basis to develop their own project management monitoring system to adapt to different environments,which can make the project monitoring more accurate and efficient,and make the project resource allocation more reasonable.The standardized and digital management of project life cycle process monitoring can help enterprises identify key risks in advance,take corresponding countermeasures,and minimize the negative impact.The practice of the system requires planning and complex preparation.large central enterprises managers should objectively understand the advantages of the whole process monitoring system.They will gradually accept and deeply participate in the transformation of the information transparency of project management,so as to promote the development of the BI(Business intelligence).This paper focuses on the application and the overall management and governance structure,and the research of the technical difficulties such as scenario analysis and risk analysis is insufficient.It is necessary to carry out theoretical research on different topics in the next step,so as to guide the project management.The application of this system improves the standardized,digital and intelligent project management level of CNOOC,helps CNOOC identify and continuously deal with project risks in advance,and makes the comprehensive risk management of the project possible at the technical level.After nearly 6 years of successful application,the project performance of CNOOC is in the forefront of the world's first-class energy companies,which also proves that this system has the international advanced level.
