With the development of national economy and the continuous improvement of people's living quality,the overall situation of production safety shows a trend of steady improvement year by year.But the total number of accidents is still large,and the decline gradually narrowed.China is still in the process of new industrialization and urbanization,and work safety is facing many challenges.The implementation of the safety development strategy is based on the basic principle of "prevention first,source control",which means that safety production should be integrated into all links of planning,design,construction,management,production and operation.It is required to scientifically assess the level of safety risk and effectively control the safety risk from the aspects of organization,system,technology and emergency response according to the characteristics of safety risk based on the results of risk assessment.China is still in the process of new industrialization and urbanization,and work safety is facing many challenges.Therefore,the research according to the nature of safety science law and safety law of objective things,based on the perspective of damaged things and things that lead to damage of risk assessment methods and risk countermeasure,provides a theoretical basis for comprehensively grasping the composition of production safety system and the formation mechanism of system damage,scientifically evaluating the system risk level and guiding the formulation of risk response strategies.This paper discusses the theory of "three elements of safety science" from the perspective of damaged things and things that lead to damage,and expounds the basic elements of safety science in detail,including damaged things,things that lead to damage and the coupling relationship between them.The concept of damaged things,the possibility and protection of damaged things,the concept of things that lead to damage and the correlation and variability of the damage ability of things that lead to damage are discussed.This paper presents the comparative analysis of common safety risk assessment methods from the aspects of assessment process and output results by literature analysis method,and discusses the theory and technology of safety risk treatment,as well as the basic principles and strategies.Based on the theory of system science,the structural framework of production safety system including damaged things,things that lead to damage,accident invasion and system damage is proposed from the perspective of damaged things and things that lead to damage.This paper also analyzes the influence of each component on the occurrence of system damage and puts forward the basic index of production safety system risk assessment.This paper analyzes the formation mechanism of the damage of production safety system,constructs the mathematical model of the vulnerability of the damaged things,the risk of the things that lead to damage and the coupling degree between them,it also puts forward the mathematical model of the damage degree of the system.The coupling process of production safety system is defined by mathematical language and the coupling effect of system damage is analyzed.Based on the safety law of objective things and the "three elements of safety science" theory,a set of production safety system risk assessment method system based on hierarchical weight analysis,fuzzy comprehensive evaluation,coupling relationship measurement and fuzzy cluster analysis theory is proposed.On the basis of AHP model and AHP evaluation model of production safety system risk,the results of risk identification are analyzed,and the fuzzy linear transformation principle is proposed to evaluate safety risk and determine the overall risk level parameters and risk level of the evaluation object.The coupling degree of evaluation index of production safety system is calculated by using the coupling degree model,and the coupling degree between damaged and damaged things is mainly analyzed.On this basis,the fuzzy linear transformation principle is further used to evaluate the safety risk,and fuzzy clustering is carried out according to the grade characteristic index of the risk of the things lead to damage,and the optimal classification method and proportion of the things lead to damage(hazard sources)in the production safety system are determined.Based on the perspective of damaged things and things lead to damage,this paper puts forward the risk treatment theory,including the variable value risk treatment theory of damaged things,the hierarchical risk treatment theory of things that lead to damage and the risk treatment theory based on the decoupling mechanism.In view of the protective characteristics of the damaged things from the perspective of preventive risk treatment strategy and emergency risk treatment strategy,based on the hazardous characteristics of the things that lead to damage from the perspective of the inherent hazard and the people behavior hazard,this paper puts forward a universal risk treatment strategy.Taking Da Tang Ning De power plant as the object of empirical study,this paper applies the general method of risk assessment of production safety system to construct the risk assessment index system of Ning De power plant.Through the AHP model,fuzzy comprehensive evaluation,the evaluation index coupling measurement and risk factors of fuzzy clustering analysis,this paper finally gives the Ning De power plant risk assessment conclusion.Combined with the research conclusion of risk treatment strategies based on the damaged things and things that lead to damage,the risk treatment suggestions of Ning De power plant are given.
