| In recent years,more and more PPP projects have been applied in the field of infrastructure construction,including such livelihood projects as sewage treatment plants.However,the sewage treatment PPP project has its own characteristics of complexity and systematicness.It has highly technicality with large investment,long duration,uncontrollable factors and wide range of risk factors are difficult to deal.The characteristics above put higher requirements forward to the project managers.This thesis selects Oufei Sewage Treatment PPP Project of ZZE as the research object,with further research on the risk management mechanism of the project and effective suggestions on project risk management.Based on the background above mentioned,the thesis first analyzes Oufei sewage treatment PPP project characteristics and uses the theory of whole life cycle of a project to subdivide the phased risk such as political and legal risks、decision risks、financial risks 、 construction risks 、 operation risks and cross project phase risks combine with relevant theories.The risk factors in the PPP project of Oufei sewage treatment are identified and a preliminary risk list is sorted out through documents review and expert interviews.Then,the expert survey method is used to further risk factors identify in the preliminary risk list through inviting experts from different fields in the sewage treatment industry.The thesis finally forms a complete project risk list with six types of Ⅰ level risk indicators and thirty one Ⅱ level risk elements.Secondly,the thesis selects the hierarchical analysis and fuzzy analysis of risk factors to implement hierarchical management on the basis of the risk recognition of the project risk assessment,constructing Oufei sewage treatment PPP project risk hierarchical structure and risk factors assessment system.According to the influence of risk factors,the thesis arranges the order of risk importance to achieve the goal of risk assessment.It forms three levels of risk elements importance,which are important level,medium level and unimportant level.Finally,risk treatment such as the risk retention,risk avoidance,risk transfer and risk elimination solution are used to manage risk response of all participants in the Oufei sewage treatment PPP project with the application of the PPP project risk sharing principles.Under the confirmation of the subject and object of risk taking for the anticipates,risk response solution in terms of resources input and risk control system have been taken and achieved good results with the risk ranking results of risk assessment.Through the effective risk control of Oufei sewage treatment PPP project,it has eased the financial pressure of government,improved the risk management ability of enterprises and governments which have a systematic risk management system to cope with risks in a certain extent.It also plays an important role in ensuring the completion of predetermined investment targets and obtaining reasonable project returns,the government and social capital can provide satisfactory and high-quality services to the public more efficiently. |
