With the rapid development of global industrialization,the contradiction between supply and demand of resources has become increasingly tense,the pressure of carbon emissions has soared,and the pollution level has far exceeded the earth’s capacity and caused a global ecological crisis.According to statistics,the city’s energy consumption accounts for 3/4 of the world’s total energy consumption and accounts for 3/4 of the world’s pollution.UN-HABITAT points out that urban greenhouse gas emissions account for about 75-80%of total human emissions.According to the universal law of urbanization development in the world,China is still in the rapid development range of urbanization rate 30-70%,while urban energy consumption has accounted for more than 80%of the total social emissions.It can be said that at present,China has encountered all the problems and drawbacks that occurred in the early and late stages of urbanization in the world.This has caused a series of unprecedented sharp contradictions among population,resources,and the environment.Therefore,protecting the ecological environment and building an ecological civilization have become the extremely urgent issues of the times in China’s economic and social development.Because of this,since the 18th CPC National Congress,the Party Central Committee with Comrade Xi Jinping as the core has made the construction of ecological civilization a fundamental blueprint for the sustainable development of the Chinese nation,and has erected a series of new ideas for promoting the construction of ecological civilization.The new strategy of thinking has formed an open and developing Xi Jinping ecological civilization.This provides important theoretical guidance and fundamental value compliance for the transformation of China’s cities from extensive and inefficient to intensive and efficient.The important feature of this intensive and efficient urbanization is to speed up the construction of low-carbon eco-city.Low-carbon ecological city is a new type of urban development model that meets the requirements of modern human ecological civilization development.Its construction process is the main focus of the development of ecological civilization,and it is an important measure and realistic approach for building ecological civilization and building a beautiful China and a beautiful homeland in the new era.It has great significance to promoting the harmonious coexistence between man and nature and writing a new chapter in the community of human destiny.From the theoretical advocacy to the specific implementation of low-carbon eco-city construction,there must be a set of scientific,practical,and effective evaluation index systems to support the government to screen and determine priorities in the process of urban construction,and to consider the decision-making issues,and to serve the public by providing an effective information tool for understanding the construction of low-carbon eco-city.For this reason,this article sorts out and summarizes relevant theories and practical experiences of low-carbon eco-city construction and evaluation at home and abroad,and sorts out the theoretical support and practical context for the development of the evaluation index system for low-carbon eco-city construction.On this basis,guided by the socialist ecological civilization thought with Chinese characteristics in the new era of Xi Jinping,with the help of two qualitative and quantitative method systems:literature analysis,comparative analysis,and grey correlation etc.,to identify and study the key elements in the construction of low-carbon eco-city,identify ten key elements of low-carbon eco-city construction evaluation,and construct an evaluation index system composed of 40 key indicators;Through comparison and selection,determine DPSIR evaluation models that are internationally popular and suitable for this article,determine the 40 index weight by the entropy method,and then to determine the weights of the ten key components and the five largest index weights-"driving force indicators,pressure indicators,status indicators,and impact indicators".Using the data envelopment analysis model,select Xiangtan City,one of the core members of the two types of social construction pilot zones with strong typical and exemplary significance,to conduct empirical analysis.Finally,we got the basic situation and the level of low-carbon eco-city construction in each county of Xiangtan City,and identified the shortcomings and shortcomings in the process of the construction of low-carbon eco-city in each county.To provide scientific decision-making direction and practical guidance for accelerating construction and improving the overall low-carbon ecological level of Xiangtan City.The results of these evaluations are used to sort out the roadmap for the future development of low-carbon eco-cities in cities like Xiangtan,and to provide systematic decision-making and methodological paths for the development of low-carbon eco-cities in similar cities. |
