As one of the important development strategies of China in the new era,the implementation of the regional coordinated development strategy can further improve the thorough implement of new development concepts and the construction of the modern economic system.Under this background, the construction of a scientific and comprehensive regional coordinated development index system and evaluation framework, quantitative analysis of the degree of regional coordinated development has important practical significance to depict one region's coordinated development changing trend timely. In this paper, the research on regional coordinated development is selected as the topic.Given the problems existing in former studies, such as the lack of constructing an evaluation framework of coordinated development from the perspective of differences, the lack of constructing an index system combining multisource spatiotemporal data, and the lack of measuring the coordination degree and coordinated development degree of different elements within the region from the spatial perspective,25 indicators were selected from six elements, which were population, society, economy, resource utilization, ecology, and environment. After processing and analyzing the indicators, six elements of Jing-Jin-Ji(JJJ)were analyzed from three aspects, which were development degree, coordination degree, and coordinated development degree.Through the regional coordinated development index system and regional coordinated development index, the coordinated development situation and changing trend of the JJJ region can be quantitatively analyzed and depicted. This paper's main contents and results were as follows:(1)The evaluation method of regional coordinated development from the perspective of difference was established. In this paper, based on the existing research, the concept of regional coordinated development was further defined as within a certain geographical space, the internal development level of its population, society, economy, resource utilization, ecology, and environment tend to improve, and the internal differences tend to narrow, thus moving forward as a whole.Based on this definition, firstly, the consistency of the index system was evaluated by Cronbach's ?,and the average value of four periods was 0.8977,which reached the 'good' grade.Secondly, the combined weight of each element was calculated, and the result showed that the economic element had the highest weight(0.3466),followed by society, resource utilization, population, ecology, and environment.(2)The evaluation framework of JJJ's ecological quality based on remote sensing was constructed, evaluating regional ecological quality on a large scale.Combining MODIS products with the Google Earth Engine cloud processing platform, the remote sensing ecological index of four periods in the Jing-Jin-Ji urban agglomeration was calculated. Our results were as follows: Firstly, the average information of four periods of the first principal component was 70.09%;Secondly,the ecological quality of JJJ showed an inverted 'N' trend, and its value fluctuates from 0.43 in 2001 to 0.46 in2015,with an average annual change rate of 0.47%;Finally,the normalized ecological time difference index(NETDI)showed that the ecological quality of Bashang Plateau and the mountainous areas in northwest Hebei had been improved(26.19%),while the ecological quality of the plain area in southeast Hebei had shown a slight downward trend(-5.41%).(3)The development degree of JJJ at the scale of the city and urban agglomeration was evaluated. The results showed that: at the city scale, the comprehensive development degrees of Beijing and Tianjin were in the top two in four periods, and their average development degrees were 0.69 and 0.55 respectively, while Xingtai has always been the lowest, with an average development degree of 0.30;In terms of development grade,in 2015,except Beijing and Tianjin, which were ranked as 'excellent' and 'good',all other cities were ranked 'moderate'.At the scale of urban agglomeration, the comprehensive development degree of Jing-Jin-Ji showed a continuous increase, with an average of 0.40 in four periods and an average annual change rate of 4.23%.Its development grade has been upgraded from 'fair' to 'moderate'.(4)A regional coordinated index(CI)was established, and the coordinated degree of JJJ in different periods on the scale of the urban agglomeration was evaluated. The results showed that: the coordinated degree of population, society, resource utilization, and environment displayed an upward trend, and the average values of four periods were 0.84,0.61,0.70,and 0.89,respectively,and the average annual change rates were 0.49%,2.29%,1.34%,and 0.35% respectively. The coordinated degree of economy and ecology showed a downward trend, with the average value of 0.69 and0.83 and an average annual change rate of-0.98% and-0.23%,respectively.As for the comprehensive coordinated degree of JJJ,it showed a fluctuating upward trend. The coordinated degrees of four periods were 0.76,0.74,0.76,and 0.77,respectively,with an average annual change rate of 0.0005%,and its coordinated grades were all 'good'.(5)A regional coordinated development index(NCDI)was established, and the coordinated development degree of JJJ in different periods on the scale of the urban agglomeration was evaluated. The results showed that: the coordinated development degree of six elements showed an upward trend, and the average values of four periods were 0.60,0.45,0.43,0.50,0.56,and 0.67,respectively,and the average annual change rates were 0.70%,5.89%,3.21%,4.08%,0.30%,and 2.49% respectively. As for the comprehensive coordinated development degree of JJJ,it showed an upward trend. The coordinated development degrees of the four periods were 0.40,0.45,0.53,and 0.59,respectively,with an average annual change rate of 3.15%,and its coordinated development grade was all 'moderate'.
