| The farming-pastoral ecotone generally refers to semiarid areas and semiarid liable to drought areas of the northern part of China, it is not only the most serious environment destroyed by human being, but also the most serious zone of desertification. For a long time, due to disforestation, blindness reclamation and meadow excessively using, the vegetation of this zone were destroyed seriously. Especially in the near decades, these reasons result in a series of ecological problems, such as pasture retrogression, vegetation sparsity, soil erosion and dust devil. These problems restricted the improvement of people's living condition and influenced the implement of agricultural continual development of that zone and the whole country. To be the economic link of farm belt and pasturing area, the farming-pastoral ecotone is very important for the Midwest's national economy sustainable development and ecology safety of China. Giving up cultivation and resuming forest or grass?put entironment construction project in practice are important portions of Chinese sustainable development stratagem?entironment construction and rebuild beautiful country. Considering entironment degeneration and agriculture characteristics? giving up cultivation and resuming grass, developing grass industry are more suitable for the entironment construction of the farming-pastoral ecotone. Whereas a actual is that there are many needy people in the farming-pastoral ecotone, and food can not self-support entirely. So solving the problem of self-support food is a formidable task. Under the condition of being limited of ground in the farming-pastoral ecotone, giving up cultivation and resuming grass will reduce the proportion of plowland, if have no measure to solve this problem, food supplies will reduce. Consequently, the problem of food will be the biggest handicap for giving up cultivation and resuming grass and developing grass industry in the farming-pastoral ecotone. At the same time, forage grass translating after giving up cultivation and resuming grass, crop and grass planting structure adjusting, pasture seeds fetching in and generalizing, pasture distributing and planting, grass industry exploiting etc, are all need be solved during giving up cultivation and resuming grass, and developing grass industry in the farming-pastoral ecotone. Based on thinking of these problem, the theme of this paper was selected and the study was developed. The main conclusion as follow: (1) Advanced the viewpoint of giving up cultivation and resuming grass, developing clover industry preferentially for the entironment construction of the farming-pastoral ecotone. Considering entironment degeneration and agriculture characteristics, giving up cultivation and resuming grass, developing grass industry is an important strategic selection for mending the entironmen, optimizing the structure of agriculture industry, promoting rural economics and agriculture sustainable development in the farming-pastoral ecotone. Especially, to be the excellent legume grass, clover has many species and functions, widely distributed, easy planting?quickly renewal. These characteristics decided its prior status in giving up cultivation and resuming grass. (2) Confirmed the scope of farming-pastoral ecotone in northern China Based on analyzing the referenced index, means and the scope that many scholar compartmentalize Chinese farming-pastoral ecotone, according to agricultural characteristic and rainfall index, the study confirmed that the scope of farming-pastoral ecotone in northern China includes semiarid areas and semiarid liable to drought areas. (3) Analyzed the limiting factor of giving up cultivation and resuming grass and developing grass industry in the farming-pastoral ecotone.
