Abstract/Summary:
Disaster response operations continue to suffer from poor information sharing across the responding organizations. This recurring trend results in degraded operations and potential loss of life and property. Emerging cloud computing solutions have the potential to help overcome information sharing obstacles. Cloud computing is a relatively new computing paradigm that provides increased flexibility and resiliency in information technology service delivery. This research proposes an architecture and policy approach to implement federated identity hybrid cloud solutions enabling first responders and disaster response. First responders continue to suffer the shortfall imposed by a lack of trusted and secure information sharing. The focus is on the security and implementation considerations for federating identity to enable rapid response. Here we propose a hybrid cloud architectural model and evaluation criteria for suitability, security and implementation policy.
