This research recognizes the problem that there is little research that combines implementation theory and information technology theory to determine what factors influence the acceptance and use of technology within a local law enforcement environment. Information Technology (IT) is a tool that can help public administrators accomplish their tasks more efficiently; however, if technology is not implemented successfully, efficiency can be lost and effectiveness is threatened. Public administrators should have an awareness of the significant factors related to implementing technology in order to maximize the efficiency and effectiveness of their programs. This research provides significant findings to help administrators within local law enforcement agencies answer the question, "What factors influence workers' acceptance and usage of EDMS within Iowa's local law enforcement?" The literature review produces variables from policy implementation literature and public administration, criminal justice, and information technology research. The Unified Theory of Acceptance and Use of Technology (UTAUT) is chosen as a relevant theory template for survey development. The ultimate goal of this research is to determine variables that influence technology acceptance and use at the local law enforcement level in Iowa. A multiple regression analysis leads to the conclusion that self-efficacy, attitude toward EDMS, facilitating conditions, and social influence are significant and strong indicators of intent to use EDMS. Additionally, a moderator analysis leads to the conclusion that attitude toward technology is moderated by gender and an individual's perception of EDMS's mandate as having a negative influence is moderated by both gender and age.
