In 2018,Xinjiang covered an area of 2,644,000 hectares,accounting for 74.3%of the country’s cotton area,and its total cotton output was 5.111 million tons,accounting for 83.8%of the country’s cotton output.Xinjiang has become the largest high-quality cotton production base in China.But the situation that does not match with the rapid development of Xinjiang cotton industry is that Xinjiang cotton quality is still at a disadvantage in the international market.Especially after machine cotton-picking rapid development,is still using hand cotton-picking period aimed at high yield technology integration system,suitable for machine adopt cotton without supporting the technology integration system is established and in appropriate machine pick cotton varieties is not widespread application,planting patterns still is given priority to with "short dense early feng" model,cucumber technology precision degree is low,the influence of residual film on cotton quality problems unresolved.The problem of secondary pollution of cotton caused by stacking in the field has not been solved all the time in the harvesting link.In the processing link,there are more impurities and different fibers in the machine picking cotton,which leads to more cleaning times of seed cotton and lint cotton,shorter cotton fiber length,lower cotton fiber strength,increased staple fiber content and higher cotton knot quantity ratio.The problems in the above technical links are the main reasons that lead to the decline of cotton quality in Xinjiang and restrict the realization of the goal of high-quality development of cotton in Xinjiang.At the same time,due to the need of chemical defoliation process of mechanical cotton picking,the growth period of cotton in Xinjiang is shortened,the rate of cotton natural wadding is reduced,and the cotton production conditions are more prominent.Therefore,Xinjiang cotton in the production technology and production conditions of the problems,must rely on the construction and promotion of supporting technology integration system to solve.The aim of this study was aimed at Xinjiang cotton to achieve high quality development,to establish suitable for the present situation of Xinjiang cotton industry supporting technology integration system,give play to the role of technological progress to promote strong economic growth,to solve the evaluation system in the process of technology integration to build index system of evaluation,technology integration,technology integration optimization,analysis of the influence factors of technology integration,technology integration system of promotion path and a series of problems.This study collects data and materials by issuing expert opinion consultation forms,issuing questionnaires,interviews,and consulting materials,and adopts the research methods of combining theoretical research with investigation,normative analysis and empirical analysis to conduct systematic research.This paper puts forward the hypothesis that the non-matching of technology integration system is the key factor that restricts the realization of high-quality development of Xinjiang cotton.Firstly,the status quo of Xinjiang cotton quality and technology integration was analyzed,and compared with the United States,Australia and other countries,the gap in quality and technology integration of Xinjiang cotton was found out,and the viewpoint that Xinjiang cotton should take a high-quality development path of "high quality and high efficiency" was put forward.Through organizing the participation of domestic authoritative experts in the field of cotton,the method of combining Delphi method with analytic hierarchy process(ahp)was used to construct the cotton technology integration evaluation system from qualitative and quantitative perspectives.On this basis,64 county-level cotton units in the north and south regions and the six big drainage basins of Xinjiang cotton region were evaluated in terms of cotton technology integration and quality.The evaluation results were used to screen the index values of the technology integration index system,and the technology integration index system of Xinjiang cotton was optimized based on the experience of the United States,Australia and the corps.Through the analysis of the industry orientation and industry of government macro policy impact on technology integration,TAM framework and design adoption intention of cotton technology integration analysis theory,using bivariate Probit model analyses the influence factors of farmers,so as to find out the influence factors of the two aspects of the influence of technology integration.At last,the author studies and puts forward the path of technology integration and extension and countermeasures.Through research,the possible innovation lies in:1.From the perspective of economics study,for the first time in Xinjiang cotton perspective,to realize high quality development of Xinjiang cotton technology research to conduct a comprehensive system integration,technology integration and gap analysis,technology integration evaluation system construction,typical cotton technology integration evaluation,index system of technology integration optimization,the influence factors of macro and micro level analysis of technology integration and technology integration system of promotion path and countermeasures,thus formed the high quality under the development strategy of Xinjiang cotton technology integration system of system theory.2.The organization leading experts all over the country,constructed the cotton with quality as the core technology integration evaluation system,and on the basis of the typical cotton region of Xinjiang has carried on the comprehensive evaluation of the empirical and quality level of Xinjiang cotton typical technology integration,and innovative technology integration level and quality of cotton correlation inspection,demonstrates the relationship between the two,to optimize the index system of technology integration,puts forward the influence factors of technology integration,the promotion of the path and countermeasures,achieving high quality development for Xinjiang cotton industry provide a solution.This study draws the following conclusions:conclusion one,Xinjiang cotton to take a high quality development road.Compared with the United States,Australia and other countries,Xinjiang is at a disadvantage in terms of natural resources,with relatively high cotton planting costs and relatively low cotton production efficiency.At the same time,Xinjiang cotton has an obvious quality gap in indicators such as miscellaneous and cotton knot,which makes it difficult to produce high yarn raw material demand.However,Xinjiang cotton is higher than American cotton and Australian cotton in indicators such as wool length and specific strength,which reflects that Xinjiang has the production capacity of high-quality cotton.To study and put forward,therefore,Xinjiang cotton to play their own advantages,take "high quality,high benefit" the high quality of development path,through the production of high quality cotton products for high prices and high benefit,make up for the high production cost is high,the disadvantage of low efficiency of production,and to occupy the high-end market in world cotton,resulting in the transformation and upgrading of cotton industry.Conclusion two,the technology integration system is not matched is Xinjiang cotton high quality development constraints.At present,Xinjiang cotton is in the growing stage of cotton picking by machine,but it still relies on the technology integration system with the goal of "high density and early abundance" of manual cotton picking and the pursuit of yield.Technology integration seriously restricts the improvement of cotton quality in Xinjiang.Conclusion three,the construction of technology integration evaluation system to lay the evaluation foundation.This study adopts the combination of Delphi method and analytic hierarchy process method,from the viewpoints of both qualitative and quantitative evaluation system for building cotton technology integration,finally determine the including the varieties,planting,harvesting,processing technology of four level indicators and 14 secondary indicators system of comprehensive evaluation,and USES analytic hierarchy process(ahp)to determine the weight of each index.Conclusion 4.The technology integration and quality evaluation of typical cotton areas in Xinjiang are carried out,and the technology integration and quality level of different cotton areas are demonstrated.Six river basin of Xinjiang to fields recorded in units of 64 technology integration and quality was significantly positively related to relationship between two variables,the empirical level of technology integration is a key factor affecting the quality of cotton Conclusion v.optimizing the technical system of Xinjiang cotton is the key to realize high-quality development of Xinjiang cotton.In this study,4 primary technical indexes including variety,planting technology,harvesting technology and processing technology were finally optimized and constructed,including 14 secondary technical indexes including quality cotton varieties,main planting varieties and planting technology,and detailed values were assigned to the secondary technical indexes.Conclusion six,the government and the cotton farmer behavior is the key factor that affects the technology integration.It is concluded that the government’s industrial orientation and industrial policy have an impact on technology integration,and the willingness of cotton farmers to adopt technology integration system is influenced by age,per capita net income of families and many other factors.Conclusion 7.The path of technology integration and extension is determined and countermeasures are put forward.First,determine the "government-led" promotion path,and take the lead of the government to organize agricultural departments,scientific research institutes,extension
