Research On The Formation And Development Of Collaborative Innovation Mode Of Local Think Tanks

New think tanks with Chinese characteristics have unique national and local contexts in the development process.China’s strengthening of the new type of think tank system construction means that the construction of local new think tanks has entered a new era of improving the professional development ability of think tanks,improving the allocation efficiency of think tank resources,and improving the development environment of think tank markets.The increasingly complex decision-making consulting needs faced by local party and government departments require the local think tank to play an important role.The local party and government departments in the process of improving local governance capabilities,improving the local scientific decision support system and strengthening local soft power,their growing quality,timeliness,scientific and other decision-making consulting needs and the quality of decision-making consultation provided by local think tanks The contradiction of effective supply,such as high,timeliness and lack of knowledge innovation,has gradually emerged,manifested as a mismatch between local decision-making consulting needs and supply.Local party committees and governments need to face many development opportunities and severe challenges,such as comprehensive deepening reforms and deep participation in international competition.Faced with the changes in the local party and government decision-making environment,the needs of local party and government decision-making consultations have been characterized by timeliness,risk,science,foresight,systemicity,and strategicity.With the continuous advancement of local scientific decision-making processes,the construction of local think tanks in the new era needs to continuously strengthen their own capabilities,and more collaborative innovation with other think tanks is needed to meet the complex decision-making consultation needs of local party and government departments.At present,the practice of collaborative innovation of local think tanks is still in the exploratory stage.How to strengthen the construction of high-end think tanks with local characteristics,how to promote the collaborative innovation of local think tanks and how to form and develop collaborative innovation models requires in-depth study.The necessity of think tank innovation at home and abroad and the research on existing problems indicate the urgent need for collaborative innovation in the development of modern new think tanks.However,there is little overlap between think tanks and collaborative innovation research,and the formation and development of collaborative innovation models for local think tanks.The research needs to be carried out.Based on the theory of think tank construction,collaborative innovation theory and knowledge management theory,this paper studies the formation and development of collaborative innovation model of local think tanks,Focusing on the main line of "local think tank collaborative innovation connotation-value creation-pattern formation and development".The case study method based on grounded theory is mainly used to analyze the connotation of collaborative innovation of local think tanks,the synergy of local think tanks,the creation of models,and the development of models.The research content and main conclusions of this paper have the following points:Firstly,from the perspective of collaborative innovation theory,the connotation of collaborative innovation of local think tanks is studied.Research shows that the realization of collaborative innovation of local think tanks requires the joint effect of internal motivation and external promotion,giving play to the leading role of party and government organs and forming a clear goal and common vision of collaborative innovation of local think tanks,through the integration of the driving factors,control measures,formation conditions and dynamic processes on the innovation elements required by the think tank,the local think tanks show the trend of continuous innovation and dynamic circulation of collaborative innovation.Secondly,the research from the "organization-resource-capability" elements reveals the co-creation mechanism of collaborative innovation value of local think tanks.Research shows that the synergy between organizational synergy elements,resource synergy elements,capacity synergy factors and external influence factors and the synergistic effect of the overall “1+1>2” of each factor,thus achieving the synergy between local think tanks and innovation values,namely “ Collaborative subject → cross-border integration → knowledge innovation → ideological achievements.Third,the synergy of factors affects and determines the formation of a collaborative innovation model for local think tanks.The research shows that the synergy of organizational elements,the coordination of resource elements,and the coordination of competence factors respectively affect the collaborative innovation content,scope,degree and number of subjects in the model of collaborative innovation of local think tanks;Starting from the depth and scope of collaborative innovation,under the effect of factor synergy,local think tanks collaborate to form four main modes: knowledge integration,project cooperation,think tank alliance,and data sharing.Finally,from the perspective of the development of collaborative innovation model,this paper analyzes the elemental changes and dimensional changes in the development of collaborative innovation models in local think tanks.Studies have shown that elemental change is the transformation of important elements such as local think tanks and collaborative innovation value goals;The organizational and spatial dimensions have been transformed into the dual role of the administrative and local think tanks of the party and government organs,and the regional clusters of collaborative innovation have been transformed into a deeper direction.The realization path of model development is discussed from two dimensions: important elements and organization and space.The innovation and main contributions of this research are reflected in the following points:First,this study encodes and analyzes the connotation and value co-creation mechanism of collaborative innovation in local think tanks,and refines and defines the constructs.Although scholars have defined the connotation of collaborative innovation in think tanks and proposed the significance of collaborative innovation,the research and discussion on the connotation and value co-creation of collaborative innovation of local think tanks is still not deep enough.Through the coding and analysis of the case data of local think tank collaborative innovation practice,this paper finds that the collaborative innovation of local think tanks is a dynamic development process under the joint action of driving force,control measures,formation conditions and dynamic processes;synergy between organization,resources and capacity elements Under the multi-agent,the synergy effect of value creation is achieved to meet the needs of users and promote their own development.The research on the synergy innovation connotation and value co-creation mechanism of local think tanks has supplemented and perfected the theory of think tank construction and knowledge management theory,and played a certain role in promoting the application of collaborative innovation theory in think tank research.Second,this study constructs a theoretical framework for the study of collaborative innovation in local think tanks from the perspective of the synergy of local think tanks.Through the data coding analysis of the collaborative innovation practice cases of local think tanks and the refinement and definition of the constructs,the connotation and value co-creation mechanism model of collaborative innovation of local think tanks is proposed.Local think tanks collaborate with innovative knowledge integration,collaborative research,think tank alliance and data sharing,and analyze their formation mechanism.The local think tank collaborative innovation model development model is constructed.The above-mentioned mechanism research and model construction have enriched and developed the relevant theoretical research on collaborative innovation of local think tanks.Thirdly,this study refines the elements and dimensions related to the collaborative innovation model of local think tanks from the perspective of the development of collaborative innovation model.Through the coding analysis of case data,the two dimensions of the characteristics,important elements and organization and space of the collaborative innovation practice of local think tanks are extracted.Based on the existing theoretical combing,case data coding analysis and the definition of constructs,this paper proposes a collaborative innovation model development model of “elemental change + organizational and spatial dimension transformation”,and proposes the realization path of model development based on elemental change,organization and spatial dimension transformation.The above research supplements and extends the research based on collaborative innovation theory and knowledge management theory in the development of collaborative innovation model of local think tanks.
