The 13th Five-Year Plan Outline for National Economic and Social Development of the People’s Republic of China(hereinafter referred to as the 13th Five-Year Plan)puts forward the requirements of improving the balance,inclusiveness and sustainability of economic and social development,and points out the direction for the transformation of urban development from scale expansion to high-quality development in China.How to optimize the quality of economic development,strengthen the ability of government governance,improve the living standards of residents,and improve the urban ecological environment are all the key issues to be faced in the process of improving the quality of urban development.Beijing-Tianjin-Hebei region is not only the economic center and the national political and cultural center of North China,but also the outstanding problem of unbalanced economic development,which urgently needs to improve the quality of urban development.How to grasp the connotation of urban development quality,evaluate the current situation of urban development quality in the region,and analyze its historical changes and influencing factors is of great practical significance for improving the quality of regional development and achieving regional sustainable development in Beijing-Tianjin-Hebei region.Based on system theory,urban location theory,urban spatial development and other related theories,and on the basis of defining the connotation of urban development quality,from the perspective of urban function,this paper constructs a comprehensive evaluation index system of urban development quality,which includes four dimensions of economic development quality,public service quality,residents’ life quality and ecological environment quality,using entropy method and exploratory space number.According to the methods of analysis and spatial econometric model,the quality of urban development is measured and analyzed.The specific contents are as follows:Firstly,the connotation of urban development quality is defined from the perspective of urban function,and a comprehensive evaluation index system of urban development quality is creatively constructed,which includes four dimensions:economic development quality,public service quality,residents’ life quality and ecological environment quality.Entropy method is used to measure the quality of urban development in Beijing-Tianjin-Hebei region from 2006 to 2016.Through the comparative analysis of index weight and scores of various dimensions,it is found that the improvement of urban governance function and economic function is an important driving force for the quality of urban development in Beijing-Tianjin-Hebei region,and is also the main reason for the differences in the quality of urban development.The overall urban development quality of Beijing-Tianjin-Hebei region shows a steadily rising trend,but the overall development is unbalanced.The quality of public service in each city is very different,the level of government public management is uneven,and the living standard of residents in Beijing-Tianjin-Hebei region has always been unbalanced.Secondly,from the perspective of urban development quality,this paper explores the spatial differentiation and evolution of urban development in Beijing-Tianj in-Hebei region.Based on the spatial classification and exploratory spatial data analysis,this paper analyzes the spatial distribution pattern of urban development quality of Beijing-Tianjin-Hebei region in 2006,2011 and 2015 from two aspects of spatial classification and spatial correlation.It is found that the spatial correlation and agglomeration trend of urban development quality in Beijing-Tianjin-Hebei region are significant,and the polarization phenomenon of urban development is still prominent.From the perspective of the overall level characteristics of urban development quality,high-quality and high-quality areas of urban development are mainly distributed in the central cities and important node cities in Beijing-Tianjin-Hebei region,and the quality of urban development around them is generally low.From the perspective of spatial correlation characteristics of urban development quality,the local autocorrelation of urban development quality mainly includes three types:H-H cluster in Beijing and Tianjin,L-H cluster around Beijing and H-L cluster around Shijiazhuang.The spatial correlation pattern of economic development quality has changed significantly,the spatial pattern of public service quality and residents’ quality of life has not changed significantly,and the environment has not changed significantly The agglomeration model of quality has no significant correlation with the overall urban development quality.Thirdly,based on the spatial correlation and spatial heterogeneity,this paper studies the influencing factors of urban development quality differences in Beijing-Tianjin-Hebei region.Based on the panel data of 13 cities in the region from 2006 to 2016,the paper makes an empirical analysis on the influencing factors of spatial differentiation of urban development quality by using the spatial constant coefficient and variable coefficient models respectively.The regression results of spatial Doberman model show that the fixed assets level and financial expenditure level have the greatest impact on urban development,followed by the proportion of the output value of the third industry,the significant spatial spillover effect of transportation and communication level,the negative externality of urbanization level on the development of neighboring cities,and the effect of the SIGndary industry and import and export trade on the quality of urban development is not significant;The regression results of spatial variable coefficient model show that the fixed FAGment level,urbanization level and financial expenditure level have the highest impact on urban development in Beijing and Tianjin.The higher the proportion of the secOnd and third industries is,the higher the level of urban development quality is,and the effect of the degree of opening-up on the development quality of each city is not significant.The empirical results of spatial convergence model show that the regional Investment,the second and third industries have the highest impact on urban development quality To some extent,the level of thirdary industry,transportation and communication helps to narrow the gap in promoting the development of regional cities,while the level of financial expenditure and the structure of the secondary industry enlarge the gap in the development quality of the cities in Beijing-Tianjin-Hebei region.Based on the above research results,this paper discusses the main problems in the urban development of Beijing-Tianjin-Hebei region,and puts forward the path to improve the quality of urban development in Beijing-Tianjin-Hebei region.In accordance with the requirements of the coordinated development planning of Beijing-Tianjin-Hebei region,the urban spatial pattern of Beijing-Tianjin-Hebei region should be optimized,the construction pace of sub regional central cities should be accelerated,the flow of resource elements should be guided reasonably,the guiding role of administrative system and the decisive role of market mechanism in resource allocation should be given full play,and the functions of Beijing should be grasped to ease the contract Through industrial transfer,the absorption capacity of surrounding areas will be improved,the urban development environment of Beijing-Tianjin-Hebei regionwill be improved,and the coordinated development of Beijing-Tianjin-Hebei region will be promoted.
