Research On The Regional Development Mode Of Agricultural Insurance In Yunnan

Agriculture insurance is an important component in rural financial system,includes not only rural economic compensation function?rural fund circulation function and rural social risk management function.Agriculture insurance is also the significant component of rural economics and rural social security system,help the national macroeconomic regulation?keep rural social steady?service change of the pattern of rural economic development.Which gradually become the macroeconomic “auxiliary control device”?the agriculture economic “booster”?the rural social “stabilizer”?the farmers' welfare “multiplier”.In recent years Yunnan province had suffered many times of serious disasters which caused a huge loss not only to agriculture,but also to the related government departments and insurance academia have to rethink: how to change the pattern of agriculture insurance in order to reduce the negative effect of climate hazards on agricultural development,and keep grain security ? promote agriculture modernization ? increase farmers' income and maintenance Yunnan ecological function district.“The closer we walk to the grassroots to research into the countryside,the more truth we can get in our heart and more concern we show for the people.” With the Foundation support,the author,as the main researcher of the 2012 project supported by the National Natural Science Foundation,“The research on the modern agricultural catastrophe risk security system and implementation difficulties: Based on the perspective of food security(Grant No.71263056)”.According to the tracking survey,on-the-spot investigation and questionnaire survey to farmers,to survey the Department of Agriculture of Yunnan Province,the Forestry Department of Yunnan Province,the Forestry Bureau of Kunming,Yunnan branch of PICC,Forest Fire Prevention Headquarters of Yunnan branch and Chenggong branch,Xishuangbanna government bio-industry office,the city of Qujing and Yuxi.Under the foundation of understanding the objective conditions and collecting a large number of data,the theory and method of comprehensive application of Welfare Economics,Information Economics,New Institutional Economics,Management,Econometrics,Regional Economics,Actuarial and other related disciplines etc.And also organic integration with academic content of multi discipline,to study on Yunnan agricultural insurance model of regional development policy.The main contents of five chapters are as follows:The first part introduces the background and project origin,and defines the goal and significance of the research,based on related research review at domestic and abroad,to determine the content and method of research.The welfare economics,information economics,new institutional economics,the restoration of agricultural reproduction etc.,to analyze the theoretical basis for the development of the Yunnan policy agricultural insurance mode.Comparative research on international and domestic agricultural insurance mode,especially under the current policy agricultural insurance mode in China.Analysis and comparative study to the practice in part of the pilot provinces(cities)and insurance company.In order to have drawn lessons from and revelatory action for how to change the way to develop Yunnan agricultural insurance.The second part summarizes and analyzes the current situation and existing problems of Yunnan policy agricultural insurance regional development by the Department of research,field survey,questionnaire survey,data analysis etc.The third part uses the stochastic volatility model of per unit area yield of main crops production risk in Yunnan,is the foundation of management of agricultural risks,agricultural insurance product design and premium rate,also is the design basis of catastrophe risk dispersion system of the policy agricultural regional development patterns.The fourth part analyzes the macroeconomic and policy environment of development of policy agricultural insurance in Yunnan,puts forward the general idea,basic principles and construction of concrete mode of policy agricultural insurance model of regional development in Yunnan.Puts forward the practical application and the corresponding countermeasures of police agricultural insurance model of regional development in Yunnan.The fifth part is the summary and outlook.A brief summary of the paper,summarizes the main innovation point of the thesis,the further research direction and key points.
