Research On Policy-oriented Agricultural Insurance Development Pattern Of Shandong Province

Shandong Province is not only a major agricultural province but also a disasterprovince. The development of agriculture needs the support of policy-oriented agriculturalinsurance. Shandong began to implement policy-oriented agricultural insurance at the endof2006and has made many significant achievements, but the development ofpolicy-oriented agricultural is still slow now. Overview of those provinces which arenotable for policy-oriented agricultural insurance, most of them have establisheddevelopment model, therefore, Shandong Province should be based on the premise ofactual developments and build their own policy-oriented agricultural insurancedevelopment pattern.The dissertation takes policy-oriented agricultural insurance development pattern ofShandong Province as research subject, and unifies methods such as empirical analysis,standard analysis, comparative analysis and investigation. Based on theory of Stateintervention and market mechanism, theory of welfare economics, information asymmetrytheory and game theory, the dissertation states these theories’ supporting role forconstructing policy-oriented agricultural insurance development model, and laid atheoretical foundation for constructing the mode.The pilot of Policy-oriented agricultural insurance in Shandong province as thedissertation’s breakthrough point, and hopes the model can solve existing problems andmeets the needs of agricultural development of Shandong Province, which is the firstpreparatory work for constructing the model. On the basis of understanding pilot status,the dissertation analyzes the advantages and disadvantages of typical domestic model, andprovides useful experience for the construction of the Shandong development model,which is the second preparatory work for constructing the model. While the dissertationanalyzes the main factors influencing of the development model, it indicates the necessityto solve specific problems and achieve results, which is the third preparatory work forconstructing the model. After a series of preparations, the dissertation provides the final development model of policy-oriented agricultural insurance in Shandong Province,which is the ultimate destination. The development model is made up by the governmentand commercial insurance companies and agricultural insurance group.
