Study On The Development Of County Area Urbanization From The Perspective Of Inclusiveness

Urbanization is an impassable stage for China to build a well-off society in an all-round way and realize socialist modernization.However,China’s actual national conditions have also determined that we must choose to follow the path of urbanization with Chinese characteristics.Small towns are an important part of China’s urbanization network system.It is an inevitable choice for China’s urbanization to attach importance to and promote the construction and development of small towns.The towns and cities in county area are located at the center of China’s urban system,connecting upwards and downwards large and medium-sized cities and vast rural areas respectively,and are the integration point of urban and rural overall development.Taking county area urbanization as an engine of China’s economic growth has very important strategic and practical significance for advancing the process of national modernization,building a well-off society in an all-round way,solving the "three rural issues"problem and alleviating "big city disease".Urbanization is a systematic project involving multiple relationships.Inclusive urbanization emphasizes the equal opportunity for the transfer of agricultural population,the fairness and justice of the sharing of urbanization results,the inclusive homogenization of urban and rural public services,and the sustainable development of the urbanization model.The core of multidimensional traits lies in the development concept and value orientation of urbanization.It also emphasizes the health and quality of urbanization and is a more advanced form of urbanization development.Inclusive urbanization helps to balance economic development,narrow the gap between urban and rural welfare,and enhance social cohesion.Therefore,inclusive urbanization that is deeply integrated with the concept of inclusive development will become a more advanced form of urbanization development.To promote urbanization with the concept of inclusive development as the value orientation will provide a new path for the development of urbanization in China and it is of great significance to promote the healthy development of urbanization.This paper focuses on the study of county area urbanization under inclusive perspective and explores a series of propositions such as theoretical support,driving mechanism,development path,institutional supply,etc.for the breakthrough development of county area urbanization.The research is based on a paradigm combining theoretical research and empirical research.Based on the analysis of the actual background and analysis of the literature,the theoretical reference system for the study is constructed by defining core concepts and related theories,and a realistic reference system is built by drawing on the experience of foreign urbanization.Based on the reality of urbanization development in China’s county area,this paper analyzes the dynamic mechanism of county area urbanization from the perspective of the subject and measures and evaluates the inclusive development of county area urbanization from both static and dynamic perspectives.On the basis of theoretical analysis and empirical analysis,this paper builds a path system for realizing inclusive development of county area urbanization and implements targeted institutional supply for inclusive development of county area urbanization.The specific contents of this study are as follows:First of all,this paper establishes a theoretical basis for the study of county area urbanization from an inclusive perspective through the construction of a theoretical reference system and a realistic reference system,and provides experience and reference for reality.In terms of the theoretical reference system,the core concepts of urbanization,county area urbanization,and inclusive urbanization are defined,and they are organized from inclusive development theory.In terms of the real reference system,combining the development experience of small cities and towns in typical developed countries and typical developing countries,we establish a realistic reference system,summarize the practice of its regularity and the experience of county area urbanization in China,and form a comprehensive enlightenment.Secondly,based on the analysis of the development process of urbanization and county area urbanization in China,this paper analyzes the characteristics of the four stages of county area urbanization and summarizes the eight problems faced by the development of county area urbanization in China:unscientific planning,unreasonable scale,imperfect management,poor infrastructure,low public services,weak industrial support,weak carrying capacity,and lack of institutional innovation.Based on these two aspects,the dynamic models of the market mechanism and the administrative mechanism are analyzed respectively.From the three main subjects of the government,enterprises,and rural households,pure-strategy and mixed-strategy strategies are used to analyze the interest game of the ternary subjects in the process of urbanization.Furthermore,the dynamic mechanism of eliminating the game dilemma among the urbanization subjects is put forward by the philosophy of inclusive development.Third,this paper measures and evaluates the inclusive development of county area urbanization from both static and dynamic perspectives.In terms of static research,combining the connotation of inclusive development of county area urbanization,we design a comprehensive index system that includes migrant workers’ citizenization,equalization of public services,industry support,urban-rural integration,promoting efficiency,environmental carrying,and effective governance.The empirical measurement analysis is performed by using the theory and method of artificial neural network;In terms of dynamic research,based on the goals and tasks of inclusive development of county area urbanization,from the perspective of urbanization "dynamic support-quality assurance-fair promotion",this paper constructs overall framework of the system and carries out system construction and factor analysis based on the above seven aspects,and then conducts the analysis of system dynamics,and executes simulation case analysis by selecting representative county area sample.Finally,on the basis of the foregoing theoretical analysis and empirical analysis,this paper concludes that inclusive development path system of county area urbanization is classified into five systems:"bearing capacity—supporting power—attractive force—continuity power—development ability".It divides its path into three levels and builds a path system for realizing inclusive development of county area urbanization.Based on the CSAED model,this paper constructs the path for realizing inclusive development of county area urbanization and is targeted at studying institutional supply and innovation,and proposes specific institutional and policy recommendations with universality.
