It has become a universal law since the mankind entered the industrial society that the rural labor force has kept on transferring to the urban industries with the development of economy and industrial structure.Since reforming and opening up in 1978,the China’s rural labor force has migrated massively.With more than thirty years’ economic sustainable development,the destinations of the rural labor force outflow have been diversified,changing from the initial coastal special economic zones to the Pearl River Delta and Yangtze River Delta,then gradually to the coastal and central large or medium-sized cities,and finally to the provincial medium or small-sized cities.Migrating laborers first engaged themselves in processing raw materials on clients’ demand and compensation trade or some simple labor-intensive industries.Now they are diffusing to skilled labor-intensive or technology-intensive or capital-intensive industries.Accordingly,they no longer target at returning home with money,but more and better work opportunities and even settlement in cities.Since the global financial crisis in 2008,China’s economy has been facing the tasks of improving the overall quality,shifting from external demand-driven and investment-oriented mode to domestic demand-driven and consumption-oriented mode.Where would the rural labor force flow?How could the upgrading industrial structure coordinate the outflow of the labor force?What policies should the government make correspondingly?The answers to these questions have become the priority of the research since they would influence the healthy operation of China’s economy.The upgrading of the industrial structure and the transfer of the rural labor force have long been the main research fields of international industrial economics and development economics and have been explored in depth by the scholars at home and abroad.Some representative theories and modes have been developed on the issue of the industrial structure upgrading,the relationship between rural labor force transfer and economic development,the corresponding rules between the industrial structure and rural labor transfer as well as the impact of the industrial structure on the.employment.It is worth noting that the industrial structure upgrading and the rural labor force transfer in developing countries have been evolving over a long period,interacting with and influencing each other.In China with the open conditions,the industrial upgrading and transfer have becoming more frequent,which have exacerbated the changes of the regional industrial structure and intensified employment conflicts within the industry.The relationship between the industrial structure upgrading and rural labor transfer has gradually become the focus of scholars.The rural labor force transfer path would be a proper perspective to study the interweaving effects.Most literatures overlook the fact that motivation and the corresponding employment industries of the rural labor force(i.e.expected utility)change with the economic development and cling to the idea that the rural labor force remains in the initial labor-intensive manufacturing industries.The industrial structure upgrading has a significant impact on the product demands of different sectors,thus puts forward new requirements on labor demand and allocation,which also provide the rural labor force a variety of choices.But the path selection must be studied from the expected utility and skills of rural labor force,the employment demands of the absorbing industries and the infrastructure provided by the communities in order to understand comprehensively and profoundly the transfer of the rural labor force under the current economic transition.Therefore,the dissertation is divided into six chapters to tackle the above problems and the content of each chapter is as follows:The first two chapters are the introduction and literature,which define the concepts of the industrial structure upgrading,the rural labor force transfer path and review the related theories.Comparative analysis of the third chapter is the experience of the world’s major countries the upgrading of the industrial structure of rural labor transfer process.The fourth chapter elaborates the path selection of the rural labor force transfer with the influence of the industrial structure upgrading and deduces its development and diffusion.The fifth chapter elaborates The path selection of the rural labor force transfer is mainly affected by three factors,the change in labor demand of various sectors,the expected utility and limited skills of the rural labor force(which is mainly caused by human capital investment),and the software and hardware of the absorbing areas(the local infrastructure and institutions).The sixth chapter for the path of rural labor transfer of relevant data,to further validate the assumptions andconclusions of the analysis analysis of chapter third,and the data is real.The seventh chapter for the upgrading of the industrial structure China under the influence of the rural labor force transfer path problem to make a conclusion.and the transfer of rural labor force plans to put forward policy suggestions.
