Research On Integration Mechanism And Promotion Strategies Of Military-Civil Intelligence Studies

The integration of military and civil intelligence studies is the result of the strategic environment of the unification of national security and development.It is also the key path of the development of Chinese intelligence studies.In recent years,the military and civil intelligence academics have realized the importance of the integration of the two sides,and gradually reflected in research results,project research and academic conferences.However,the current understanding and Research on the integration of military and civil intelligence studies has been trying to break through the obstacles of system and mechanism,as well as the restrictions of intelligence secret attributes.However,such obstacles are difficult to overcome in the short term.In order to promote the integration of military and civil intelligence studies,people need to change their thinking and find new ways.The integration of disciplines should have been successful,but the parallel development of military and civil informatics for many years and paradigm conflict lead to the integration of the two into a unified intelligence studies is difficult to achieve in a short time.At present,the more feasible measure is to provide a basic growth environment for the incubation of integrated intelligence studies through cross-border communication and integration of military and civil intelligence studies.The problem to be solved in this paper is to give full play to the conscious behavior of "invisible college" and promote the integration of military and civil intelligence studies under the spontaneous action of scholars and academic groups,starting from the essential law of academic exchanges and the development of intelligence studies.Spontaneous action may be more effective than other organizations.For example,compared with the National Intelligence Law of other organizations,the spontaneous academic exchanges between military and civil intelligence academics in recent years have played a more significant role in promoting the integration of military and civil intelligence studies.The basic viewpoint of this study is that there are two ways to promote the integration of information theory system by the integration of information work,and to promote the integration of information work and information system by the integration of information theory system.The former is more difficult,so the second fusion path should be chosen at present.Compared with the construction of system and mechanism,it is a more effective integration mode to promote the integration of military and civil intelligence studies with the self-awakening and spontaneity of academic community.In order to make the action of academic community more scientific and effective,it is necessary to guide the integration of military and civil intelligence studies from a theoretical level.The new three theories(dissipative structure theory,synergetics theory and catastrophe theory)are helpful to reveal the basic mechanism of the integration of military and civil intelligence studies.In addition,if there is integration,there will be separation.On the basis of recognizing the separation between them,we should control the unreasonable separation between them,so that these unreasonable separation will gradually move towards intersection and integration,which is the core of the integration of military and civil intelligence studies.In order to promote the integration of military and civil intelligence studies,it is necessary to clarify the necessity of the integration of military and civil intelligence studies.Chapters II and III of this paper discuss this issue.Generally speaking,the integration of military and civil intelligence studies is the inevitable requirement of the development of the times,the key to embodying the social value of intelligence studies and demonstrating the social status of intelligence studies,and the important path to the development of pornography in and civil intelligence studies is.In the fourth chapter,the mechanism of integration of military and civil intelligence studies is systematically analyzed by using the conditional methodology of dissipative structure theory,the dynamic methodology of synergetics theory and the approach methodology of catastrophe theory.This paper mainly uses the system view to analyze the elements involved in the process of integration of military and civil intelligence studies and their relations,as well as the structure of the integration system of military and civil intelligence studies.Especially,the role of key elements(e.g.,information culture as order parameter,demand traction as main control variable)in integration and the hierarchical nature of multi-angle factor integration(e.g.,factor synergy-system synergy-paradigm synergy)are analyzed.Finally,it is necessary to clarify how to promote the integration of military and civil intelligence studies.In short,it is to answer the questions of what to do and how to do the integration of military and civil intelligence studies.The fifth chapter of this paper gives a systematic answer to this question on the basis of the discussion in the fourth chapter and the methodology provided by the new third theory.The main focus of promoting the integration of military and civil intelligence studies is to strengthen the common basis of both sides and control the unreasonable separation between them.In view of these two key points,this paper puts forward the integration strategy of military and civil intelligence studies in three aspects:information flow control,competition and cooperation management and development path.Among the three kinds of strategies,the construction of development path is the key point,which has comprehensive and logical integrity,mainly including goals,starting points,routes,directions and power and guarantee;information flow control and competitive management are included in every link of development path,among which information flow control mainly includes information flow control channels and information flow control channels.The value of flow control mechanism and information flow control leads to competition and cooperation management,which mainly includes factor level,relationship level and process dimension.
