The construction of university science parks' service capacity is of great significance for accelerating the transformation of scientific and technological achievements,promoting economic and social development,and building an innovative country.In recent years of research and practice summarization,more and more university science parks managers and researchers have found that the original design of the university science parks are very attractive,but the actual service capacity of the operation is limited compared to expectations,and it often falls into the incompetence.The incubation of enterprises in parks to provide effective help is difficult.Most university science parks can usually only provide venue leasing services and simple business consulting for companies.This is a great departure from the original intention of university science parks.How should university science parks strengthen their own capacity building and give full play to their role in the context of accelerating the construction of an innovative country,so as to better serve the cultivation of science and technology talents and the transformation of technological achievements in universities,and have become the competent department of higher education and hot issues concerned by science and technology worker.University Science parks are important part of the national innovation system.The strength of its service capacity will greatly affect the efficiency and quality of university science and technology achievement transformation.In this sense,research on the service capabilities of university sciences parks is particularly necessary.As a hybrid organization that integrates public welfare goals and economic goals,the university science parks must be different from pure economic organizations and non-profit organizations or government departments.Therefore,in combination with the organizational attributes and characteristics of university science parks,in-depth analysis of the ontology attributes of university science parks,and finding a suitable methodology suitable for the construction of university science parks' service capabilities,can scientifically and efficiently guide the construction of university science parks' service capabilities.On the basis of combing the theory of organizational capability building and western public governance theory,this paper chooses the new public governance theory proposed by scholars such as Stephen Osborne as the methodology for the construction of service capability in Chinese university science parks.The new public governance theory critically absorbs western public governance theories on the one hand,and absorbs the essence of the service-led logic theory on the other,laying a solid theoretical foundation for the service capability building of university science parks.The core research contents of the service capability building of the university science parks mainly include the following three aspects:The first part is the basic theoretical research on the service capabilities of university science and technology.In this part,based on clarifying the definition of the concept of university science parks service capabilities,a detailed analysis of the generation and operation mechanism of university science parks service capabilities is made using the literature analysis method.According to the research,the internal components of the university science parks' service capability generation include organization,resource,technology and system.These internal components are related through system construction and mechanism operation.They affect each other,promote each other,and integrate with each other,and provide important conditions,foundations and guarantees for the generation of university science and technology park service capabilities.In addition,the generation of university science parks service capabilities is inevitably affected by external environmental factors,including socioeconomic environment,social science and technology environment,social and human environment,relevant national policies and regulations,and the needs of service targets.It should be recognized that the service capability of a university science parks is not a simple stacking of internal resource elements and external environment elements of the university science parks.It also needs a certain operating mechanism to effectively match internal resource elements and external environment elements so that they can meet the expected goals.The combination of dynamics can form the university science parks service capability that the user is satisfied with.In addition,in order to more intuitively understand the service capabilities of university science parks,this study combines new public governance theory to build new university science and technology services from four dimensions:service design capabilities,operation management capabilities,value co-creation capabilities,and relationship marketing capabilities.Capability framework model.The second part is the research on the service capability evaluation of university science parks.Under the premise of clarifying the evaluation purpose,meaning,guiding ideology and principles,the capability maturity level model of the university science parks was constructed by combining the capability maturity model in the software field,and the service capability maturity of the university science parks was divided into five levels:Initial,simple,normative,collaborative,and intelligent.In order to quantitatively evaluate the service capability maturity of university science parks,a questionnaire method and principal component analysis method were used to determine the university science parks service capability maturity evaluation index system,using the analytic hierarchy process to obtain the weights of the indicators at all levels.Finally,combined with the fuzzy comprehensive evaluation method,taking a university science park in Southwest China as an object the empirical test of the maturity evaluation method of the university science parks' service capability was conducted.The third part is the method and path research of university science parks service capacity building.Since the Chinese university science parks is a new type of exploratory practice,its service capability building is a complex and gradual process,with the capability and experience accumulated from low to high levels.In order to clearly describe the evolution process of university science parks service capabilities,this article attempts to establish a university science and technology park service capability evolution model.It is expected that this model can better answer the key question of university science and technology park service capability construction.This is the university science and technology park service capability.Starting with the analysis of the factors,the analysis of the formation of university science parks service capabilities,the evaluation of existing university science parks service capabilities,and targeted improvement and improvement of the weak links of university science parks service capabilities.The construction of university science parks service capabilities is a constant process.This article uses the theory of continuous improvement of PDCA cycle quality as the basic method for the construction of university science parks service capabilities.Based on the previous research results,the university science parks services are continuously improved Seven-step flowchart.In terms of the path of service capability building,this research believes that the university science and technology should first follow the development trend of the digital tide,advance digital transformation as early as possible,and build a university service parks digital service ecosystem with systematic thinking,so as to provide incubation for the park Businesses provide better services.In order to ensure the healthy and sustainable development of the university science parks' digital service ecosystem,the university science parks needs to realize the transformation from corporate governance to platform governance,and at the same time design and promote the construction of the following supporting systems:First,do a good job in the cultural construction of multilateral platforms;It is to establish an open communication channel,the third is to build a collaborative governance mechanism,and the fourth is to realize the shared responsibility of multiple subjects.Different from the previous ability to study university science parks from a micro perspective,this article starts from the perspective of the new public governance theory,and discusses the service capability building of this special organization from a meso level.The theoretical significance lies in the following:The analysis of the service capabilities of science parks has further enriched and improved the research on organizational capabilities.Secondly,through systematic and in-depth research on the generation and influencing factors of university science parks service capabilities,the theory of university science parks service capabilities has been deepened.Third,apply the new public governance theory to the research of university science parks,and further expand the application fields of the new public governance theory.This research provides a new perspective for university science parks to enhance their capabilities,exploratively builds a framework model for the construction of university science parks' service capabilities,and clarifies the ways for university science parks to improve their service capabilities.The specific practice of improving service capabilities makes the construction of university science parks' service capabilities more strategic and forward-looking.In addition,some of the results obtained in this study can provide reference for decision-making by relevant government departments and universities in formulating relevant policies for university science parks.
