| Throughout the past studies on higher education policies or enrollment policies,there are detailed discussions and analysis on the evolution and changes of Taiwan’s higher education enrollment policy.However,the gap in research lies in the theoretical discussion.However,these studies are not in line with the current situation.Moreover,past research only analyzes certain specific enrollment policies or specific fa ctors.In fact,the enrollment policy is related to many external environmental factors such as social economic development,employment environment,and cultural background.Due to the lack of a comprehensive discussion on the enrollment policy of Taiwan’s higher education in the past,this study,together with the enrollment symposium,widely collected the opinions of experts and scholars through the issuance of questionnaires,and the design of the questionnaire included quantitative questions and open-ended The problem of quantifying and qualitative research is to try to come up with innovative ideas.The purpose of this study is to explore the key factors affecting Taiwan’s higher education enrollment policy,and to integrate the future development of innovation models through the opinions of experts and scholars,while reviewing existing problems,through quantitative analysis of questionnaires,and open topics.In the past,although the number of relevant researches on higher education in China is quite large,most of them focus on theoretical discussions,or they tend to focus on a single policy issue or a single period,and because of the strong causal relationship between higher education policies and higher education enrollment policies,The study will conduct a unified analysis and research on Taiwan’s higher education and enrollment-related policies,especially in the adjustment of education policies,respecting the academic autonomy of universities,improving the quality of higher education,and actively promoting cross-strait and inter-school under the premise of resource exchange,in order to solve the problems caused by the opening and competition of the higher education market,Taiwan’s higher education enrollment policy will face more problems and needs improvement.Therefore,the problems and suggestions proposed by the Institute will help higher education in Taiwan is more robust.This study will analyze the key factors affecting Taiwan’s current higher education enrollment policy through questionnaires.The innovations and contributions of this research are firstly reported in the questionnaire.Past research may only target well-known educators or policies.The past research objects may only target a small number of samples,the representativeness of the samples may be insufficient,and the research results may be biased.Different from the past research,this study is aimed at all the attendees through the opportunity of the educational symposium.The issue of questionnaires by experts and scholars,in addition to the questionnaires distributed through the on-site paper,also allows the questionnaires and the experts to provide more professional advice to the experts through the network,so the opinions collected by the Institute It will be more extensive and will be closer to reality.In the research method,the research method is different from the past research only through the quantitative analysis of the questionnaire,or through the qualitative analysis of the interview.In addition to the quantitative design,the research also includes the open question in the questionnaire design.The effect is equivalent to the structured interview method,that is,under the specific topic,the respondent answers,so the analysis results of this study will contain quantitative and qualitative analysis results.Finally,the participants in the questionnaire,that is,the participants in the symposium and the participants are the most relevant policy makers,promoters and participants in the university admissions policy.Therefore,the views put forward by this research institute will be more innovative than the related research in the past.The most important factor affecting the current higher education enrollment policy is globalization.Therefore,the promotion of higher education internationalization is the most important consideration when formulating the enrollment policy.The feedback from experts and scholars can be divided into three parts.The first is to expand overseas enrollment in higher education,the second is to develop students’ international mobility,and finally to understand the internationalization trend of the industry.In the planning of enrollment policy in Taiwan,there are many unsolvable problems,include the low birth rate,the too many universities,the university quality needs to be strengthened,the disconnected from industrial needs,the examination system deviates from the original spirit,and the obstacles imposed by laws and regulations.The solution includes cooperating with the development of the industrial area,promoting the individualization of the university,strengthening the quality,loosening the legal system,recruiting foreign students and improving the examination methods.The problems of higher education in the process of promoting internationalization include the establishment of an evaluation system for international courses,the recruitment of internationalized professional teachers,the design of international curriculum and the connection of industrial practice,and the improvement of students’ international mobility.And the expansion of industry-university cooperation among multinational companies.The practical direction includes improving the learning environment of international students,marketing the characteristics of higher education in Taiwan,and actively cooperating with the industry. |
