| Education informatization is indispensable for national strategy,especially the ICT in basic education.It is the guarantee to improve the quality and level of the basic education and is the core project of the education system.Implementing the dynamic evaluation of ICT in basic education development level of Chinese county is an important measure to realize the educational equality and balanced development of education in China.Promoting the dynamic evaluation of ICT in basic education development level of county is the key measure to clarify the status and level of its construction and development,to guide its system engineering direction,to improve its project quality and level.All the time,people have made unremitting efforts and tremendous contributions to explore and research the tools and methods which is scientific and reasonable for the dynamic evaluation of ICT in basic education development level.Therefore,this paper aims to design and develop the dynamic evaluation model of ICT in basic education development level in Chinese county,which is very important and significant to the depth evaluation and research on the disparity of ICT in basic education development level,and it is also has very important value and significance to promote the ICT in basic education development level.This paper explored and innovated in the following aspects:(1)This paper puts forward a series theory of dynamic evaluation on the Basic Education Information Development Level(BEIDL)in Chinese county.And analyzed the research ideas,tools and techniques at the international dynamic evaluation of ICT in basic education development level.This research defined the following core concept:county,ICT in basic education,education evaluation and education informatization evaluation,education informatization performance evaluation and educational informatization level evaluation,static evaluation model and dynamic evaluation model,educational informatization evaluation cycle and timing stereoscopic data table,model and mathematical mode and so on.This article used the system science theory,system engineering methodology,informatization measurement theory and comprehensive evaluation,and adapted a variety of analytical methods analyzed the international education informationization strategy and the present situation of ICT in basic education evaluation at home and abroad,and systematically summarized the existing research results,put forward the future trend of the evaluation of the development level of ICT in basic education in Chinese county.(2)This paper constructed the dynamic evaluation index system of ICT in basic education development level at county scale.It put forward the establishment principle and overall framework about the dynamic evaluation index system of ICT in basic education development level of county.Explored the selection criteria and methods of evaluation indicators,evaluation criteria sea selection,primary selection and quantitative screening.On the basis of analyzing the international research,this paper puts forward the seven categories and 27 sub-categories of the index system about the ICT in basic education development level in county.The seven indices include the Basic Education Informatization Planning(BEIP),the Basic Education Informatization Facilities(BEIF),the Basic Education Informatization Resources(BEIR),the Basic Education Informatization Application(BEIA),the Basic Education Informatization Talents(BEIT),the Basic Education Informatization Guarantee(BEIG),the Basic Education Informatization Effect(BEIE)and so on.In addition,this paper made a detailed explanation of the seven indexes of the dynamic evaluation of the dynamic evaluation of the development level of ICT in basic education in Chinese county,and revealed the dimensions and development rules of ICT in basic education,of county construction(BEIC).(3)This paper sets up a characteristic dynamic evaluation model of ICT in basic education development level of county in China.By using the P-FRATGE space model,mathematical model,"difference-driven" empowerment method,dynamic evaluation "Two-way" sorting method,subjective and objective sorting method,Delphi method and other systematic method to establish the dynamic evaluation model of ICT in basic education in China county development level,and then verify the model.(4)This paper validates and analyzes the dynamic evaluation model of ICT in basic education development level of Chinese county.Which takes a strong education county and medium education county of "S province" as an example,this paper validates the dynamic evaluation model and analyzes the development level of ICT in basic education.Through the verification,this paper confirmed the validity and reliability of the dynamic evaluation model of ICT in basic education development level of county.(5)This paper has implemented and applied the dynamic evaluation model of ICT in basic education development level of county.The study retrieves survey data and panel data from 15 counties.After the data was disposed by dimensionless and standardized,using subjective and objective "two-way" sorting method to visual sort the 15 counties of the ICT in basic education development level.On the one hand,visual sorting shows that dynamic evaluation of ICT in basic education development level can be dynamically evaluated.On the other hand,it shows that dynamic evaluation is more valuable and persuasive than static evaluation.(6)The research has established the subjective and objective "two-way" ranking method of the dynamic evaluation of ICT in basic education development level of county.The "two-way" sorting method can be "horizontal" to present the object differences,but also can be "vertical" to present the same object differences at the different time.Whether it is "time-series stereo data" or "section" data,the results of dynamic evaluation are comparable.In summary,this study uses ideas and methods of the P-FRATGE space model and mathematical model to make preliminary exploration and valuable attempt on the construction of the dynamic evaluation model of ICT in basic education development level of county.The aim of the study is to use the evaluation to promote reform,construction,using and optimization,and promote the content more scientific,procedures more standardized,evaluation more dynamic and implementation more normalized.Because of time pressing,the study still had some deficiencies.At the end,the paper puts forward the research limitations and outlook,looking forward to further improve and deepen in the future. |
