Professors and students in higher institutions form the unusual group in society and higher institutions are places of special significance.Security problems in higher institutions have a wide spread influence and they are always paid close attention to by the society and people.Though the government takes a variety of measures to improve the administration of security in higher institutions,there still happen a lot of security accidents with regard to professors and students on the campus of higher institutions.There may be a good variety of causes.Besides objective factors like the social conditions,administration of campus,the lack of security qualifications has become a fundamental reason.We owe the lack of security qualifications to the inefficient,incomplete and unsystematic security education in higher institutions.Therefore,it is urgent to build a sound security education system in higher institutions.This dissertation analyzes the security education from three angles,i.e.essential factors,features and motives of system,based on the system theory.It elaborates on and draws lessons from the advanced experience in the security education in overseas higher institutions,after making an analysis of the status quo,existing problems and disadvantages of the current security education in higher institutions of China,so as to construct the security education system in higher institutions of China in a new era.The situation is rather complicated concerning the status quo of the current security education in higher institutions.Though much work has been devoted to security education in different higher institutions,and the work has been improved,there still exist many problems and there is room for improvement,viewed from the aspects of wholeness,openness,cooperation and stratification.This disser;tation is based on rich and careful empirical research.Taking as foundation a lot of data and useful messages acquired from the on-site investigation and interviews in four overseas higher institutions,as well as the on-site investigation,questionnaire survey,and interviews in six higher institutions in China mainland,the author of the dissertation has a general idea and appraisal of the security education in higher institutions at home and abroad,and draw conclusions as to beneficial practice or drawbacks.From the perspective of system,overseas higher institutions have made lots of beneficial explorations with regard to security education ahead of us.For example,with reference to the feature of wholeness,they have had wholesome education content and had professional teachers;as regards the feature of wholeness,they have constructed fine organizations and had harmonious co-operations;as to the feature of openness,they have had a good variety of educational forms and established a powerful cooperation system in and out of schools;in terms of the feature of stratification,they have made rich explorations regarding the security cultural construction in accordance to different regions and schools.The explorations and experience to some extent set good examples and make fine references to higher institutions in China,which can selectively make good use of the experience and explorations in accordance with the actual situations of our country and different higher institutions,discard the dross and keep the fine parts,thus learning widely from others,strong points.Based on the above analyses,this dissertation brings forward measures with regard to the key factors of the optimized security education system,the characteristics of sound security education system,the power to strengthen the security education system,and the effects of expanding the security culture,so as to supply beneficial references to the construction of the security education system in higher institutions in China.
