?Recommendations for the 13th Five-Year Plan for Economic and Social Development?stressed that strengthening to students' sense of social responsibility,innovation spirit and practice ability are the key task to implement the whole process of national education;strengthening the resources,environment conditions and the ecological values education,in order to cultivate citizens' environmental consciousness,and to promote the green consumption consciousness of whole society.One of the "green consumption consciousness" provides the policy guidance for the economic literacy education,and reflects the new requirements of financial literacy education for teenagers under the contemporary knowledge economic environment.After more than thirty years rapid economic development,our country is moving into the most prosperous period in the history:the biggest consumption country in the world,the first foreign exchange reserves country,the world's second largest economic entity.With such a rapid economic development,people's economic life level has steady improved.However,the key point of financial literacy that "how to deal with the relationship between man and money" arises day by day.As consumers,all kinds of irrational consumption,competition consumption and blind consumption can be seen everywhere;as producers or operators,excessive production at the cost of destroying the ecological environment,food safety problem at the cost of person's health and other facts expose the crisis of the absence of financial literacy,and these problems have been a serious impediment to the sustainable economy development of our country.Meanwhile,affecting by the Confucianism of "Justice and morality are more important than benefit and wealth" for a long-term,individual's economic knowledge is deficiency and economic quality is absence,so the financial literacy education is extremely urgent.With the arrival of the era of knowledge economy,the economy affects our lives in a new way,and it puts forward new requirements for the individuals to participate in the economic life,financial literacy education has also to be adjusted:at the knowledge level,we not only emphasize the dominant economic knowledge teaching,tacit economic knowledge is been emphasized as well as dominant knowledge;at the management level,traditional management education emphasizes money management skills,in the era of knowledge economy the concept of management is been expanded to knowledge management,time management,personal credit management and so on;at the innovation level,more attention is been paid to the influence of information technology and modern knowledge concept,and the teaching mode is changed from the mechanical and dogmatic mode to active and dialogue mode,the spirit of innovation is integrated into the whole process of financial literacy education.The financial literacy education in America is very successful with informing a teaching model composed of school,family and social organization.and there are lots of theoretical and practical research results.In this paper,literature research method is employed to analyze,refine,conclude and summarize the available related articles about "American financial literacy education of primary and secondary school students" and regards this as the foundation of the innovation of this paper;taking "Thinking globally,Acting locally"as a starting point,comparative research method is employed to compare the financial literacy education in different historical periods and been carried out by different organization and it provide suggestions to improve financial literacy education in our country;historical analysis method is employed to present the history of the development of American financial literacy education of primary and secondary school students and explore a whole picture of the development;in order to build a efficient financial literacy education platform,factor analysis method is employed to analyze the internal and external factors influencing the financial literacy education.There are five chapters in this paper and can be divided into three parts.First of all,history evolution and the historical background of American financial literacy education for primary and secondary school students are presented.The development of American financial literacy education was not all plain sailing,there has been a long silence,and also has radical education movements.The main character in initiation stage is that putting financial literacy education into the curriculum was controversial,financial literacy education was integrated in social science courses and business community involved in financial literacy curriculum;the developing period was characterized by the education organization development,the curriculum resource development and the education starting stage moving down stage.Standardization stage performance is that the education legislation introduced frequently,coherent education content system,teachers training in a variety of forms.Either the financial education is in the maelstrom or in the big development,the develop history is worthy of in-depth discussion and research.Financial literacy education has its profound background in the United States.For the cultural level,pragmatism philosophy,education enhancing the international competitiveness and economic cultural and culture economization explain the cultural connotation of financial literacy education;for the economic level,the crisis consciousness,quality consciousness and efficiency consciousness of American society are the fundamental guarantee of survival and development of American economy;for the political level,attaching great importance to the individual's economic power,paying attention to the civic education and pursuing the efficiency of the federal government embody the American government pays more attention to the individual rights.Secondly,the system structure and implementation strategy of American financial literacy education system for primary and secondary school students are analyzed.The profound time background and magnificent historical development make the American financial literacy education developing to be mature and offer conditions for the system architecture.The top design of the macro level,the teaching objects of the medium level and the integration of the content of the micro level construct the development blueprint for financial literacy education in the primary and secondary school.The education legislation and standardized campaign are launched by federal and state government,which are the fundamental guarantee of the goals of knowledge,capability and attitude and the guidelines of the integration of teaching content.At the same time,the practice of financial literacy education carried out by school,family and social organization achieve complementarily with the system structure of financial education.School education,as the major role of financial literacy education,takes its institutionalization advantages in the form of teaching mode change,teacher's professional development and school-based student activities;Family members with the help of inter-generational relations to promote socialization of individual economy,the use of an allowance to cultivate individual money management ability,and shape the rational economic behavior and economic quality as an effective supplement of school education;Social organization through constructing collaboration platform,developing curriculum resources and enhancing the theory level of financial literacy education promote coordinated development of school and family financial literacy education.Finally,the conclusion is obtained through experience and enlightenment of financial literacy education of primary and secondary school in American.Education legislation,teacher training and financial market service are the successful experience of financial literacy education of primary and secondary schools in the United States,but there are also a series of problems which restrict its development,such as the content of financial literacy education is backward,the loss of the existing teacher is much serious,the less effective financial education is caused by the poor foundation education etc.,good solution of these problems will promote the further development of financial literacy education.Although there is a big difference between China and America on the education culture and historical tradition,the development of financial literacy education has its common rules.Comparing the financial literacy education in America with financial literacy education in China,ours has many problems,such as the backward education concept,the lack of economic behavior guidance,the unsound education system and so on.Combining the experience of American with our problems,the financial literacy education in our country should be improved as following:constructing the diversified social support system,remodeling the financial literacy education curriculum system,highlighting advantages of family economic literacy education resources.
