The balanced development of compulsory education in county area has formed a broad consensus in theory.Besides,the effective progress of it has been made inpolicy practice.However,as a intersection of two problems that balanced development of compulsory education and depth fusion of educationalinformationization,the balanced development of compulsory education informationization is stillof great importancein theaspectsof theoretical and practical research.In the future,the promotion of compulsory education qualityis still the strategicaltheme of educational developmentin China.Meanwhile,the impacts of educationalinformationization will be more significant.Through the balanced allocation of information technology in the field of education and the equalization of the use of opportunity,capabilities andeffects of information technology,effectively eliminating the new digital divide(especially the"technical application gap" that arises from unbalanced use of opportunities and capabilities of technology)and promoting the balanced development ofcompulsory education in county area is not only an important issue in educational research,but also a major proposition related to the rationality of the existence of educational technology disciplines.The balanced development of compulsory education informationization needs to consummate the theoretical framework in the dual perspectives of pedagogy and educational technology.It also needs to establish an effective methodology system to guide practice.Combining the theoretical analysis and the empirical research ideas,this paper thoroughly examines the theoretical interpretation,index system,and monitoring methods of the balanced development of compulsory education informationization through the literature method,comparative research method,survey method,and statistical related research methods.First,this paper establishes the epistemology of the balanced development of compulsory education informationization from the perspective of unity of subject and object.Influenced by powerfully political discourse on the balanced development of compulsory education,the existing research mainly elaborates the relationship between educational informationization and educational equilibrium at the theoretical and macroscopic level.The educational informationization is used as the object to demonstrate that "information technology has an important influence on education".These research tends to ignore and weaken the subjectivity of educational informationization,which is not conducive to entirely understanding and grasping the issue of balanced development of compulsory educational informationization.From the perspective of unity of subject and object,this research points out that the balanced development of compulsory educational informationization actually involves two propositions.One is the issue of balanced development of compulsory educational informationization itself(regard educational informationization as the ontology).The other is the issue of promoting balanced development of compulsory education with informationization(regard educational information as the object).These two aspects commonly form the view of balanced development of compulsory education with unity of subject and object,that is,the epistemology of the balanced development of compulsory education informationization.Second,this paper establishes an evaluation model of the balanced development of compulsory education informationization.Following the epistemology of the balanced development of compulsory education informationization with the unity of subject and object,the dual evaluation dimensions of the balanced development of compulsory education informationization is the balanced development of compulsory education informationization itself,and the effective promotion of balanced development of compulsory education by informationization.At present,in the historical stage of the objective existence of regional disparities and the urban-rural dual mechanism,the reasonable scope of the balanced development of compulsory education is the rough balance of the educational resources,the factors of running schools,and the quality of education among the schools within the county,which ends up with individually overall and balanced development.The balance of compulsory education informationization itself is essentially a rough balance between the opportunities and ability of use of information technology among schools and individuals.The equalization of the opportunities of use of information technology eliminates the "digital divide" at the physical level.The equalization of the ability of use of information technology eliminates the "use divide" and "capacity divide" in the aspects of information literacy,learning ability,and informationization teaching.Through the universal balance of the opportunities of use of information technology and the ability of use it,improving the quality of education,promoting the professional development of teachers and the overall development of students,and achieving universal balance in the use of technology,which is the process of achieving the goal of balanced development of compulsory education informationization with the unity of subject and object.Third,this paper constructs a common index system of balanced development of compulsory education in county area,and demonstrates its relevance.It sticks to the two evaluation dimensions of balanced de.velopment of compulsory education informationization.In addition,the IE-CCPO index model,IE(Information equilibrium and Education equilibrium),and CCPO(Context,Condition,Process,Outcome)were established for balanced development of compulsory education informationization.On the basis of index classification analysis,the researcher organizes experts to consult and optimize the index,and constructs a common index system of balanced development of the compulsory education informationization in county area through the subjective weighting method to determine index weight,which includes 4 primary indexes:background,condition,process,outcome,20 secondary indexes,47 monitoring points.The secondary indexes reflect education value and the function of social service of education informationization,which is qualitative content.Rather,the monitoring points reflect quantitative minds.It is important to set the "threshold" for each monitoring point to avoid the low level equilibrium phenomenon and ensure the quality and level of balanced development of compulsory education in county area.Fourth,this paper puts forward effective and feasible monitoring ideas and methods for the balanced development of compulsory education informationization in county area.The monitoring idea is to use the index system of balanced development of compulsory education in county area to monitor the equilibrium degree of development of informationization among schools.There are three monitoring methods are proposed:county-wide comprehensive weighted scoring method,school-based comprehensive weighted scoring method,and balanced coefficient-based equilibrium index method.First and second methods are used to quantify the raw data of monitoring points to reflect the absolute differences among schools.Third method uses the original data of the monitoring points to calculate the total difference coefficient,which is used as the equilibrium index of compulsory education informationization in county area to reflect the relative differences among schools.Finally,taking the compulsory education school under the jurisdiction of Shiquan County in Shaanxi Province as a sample,more than 2,000 items were collected to conduct empirical tests.It finds that the three monitoring methods are feasible and the monitoring results are consistent,which could objectively reflect the development level and equilibrium of compulsory education informationization in county area.It can be seen as a concrete practice of data-intensive monitoring concepts.There are four possible innovations in this study.First,this paper expounds the connotation of the balanced development of compulsory education informationization from the perspective of uniting subject and object,and establishes the epistemology of balanced development of compulsory education informationization.Second,it breaks through the limitation of the balance development of compulsory education informationization in the theoretical and macro level,deepens the content of research in close proximity to practical needs,and effectively explores the empirical study on the value judgment that "information technology has significant impacts on education".Third,the index system and monitoring method are pioneering and innovative.It forms a systematic methodology for the balance development of compulsory education informationization in county area,which makes the abstract concept of it concrete and can be observed and measured in practice.It also promotes the compulsory education informationization in county area to achieve a high level,high quality,high benefit and balanced development.Fourth,the equilibrium IE-CCPO model of the compulsory education information is creatively proposed,and a new perspective of examining educational informationization is provided,which is beneficial to improving the theoretical system of educational informationization.
