The end of 20th century witnessed an overwhelming surge of merge among institutes at higher-education level.This trend prevailed until the beginning of this age.Various studies have focused on the process,especially its benefits and losses.So now if any university voluntarily choose to take another’s hand and step into a joint cooperation,to gain support from its faculty and students,it needs to learn from the former experience to avoid any potential loss.This dissertation intends to study university governance,with its development under the influence of educational reform,by analyzing the case of C University absorbing A College.My study indicates that organization operation,which is a top-down approach resorting to the power of the organization,has been playing the leading role in the merge of the two institutes.In other words,the merge is merely a goal set by the organization and accomplished by its administrative power.Confronted with the original structure of being a "loosely coupled system",organization operation lures the merge into an "ideal-oriented policy making" and reduces the systematic educational reform into pieces of project work.Organizational decision making arguably becomes the focus during the integration.Decision-makers and executers,under too much interference,may repeatedly reach hasty reconciliation.What is more,the faculty and the students find such decisions indifferent to their interests appeal,assuming that they have been unduly exploited.Without a scientific and integrated plan to ensure discipline layout,personnel arrangement,employee evaluation and promotion policy,or income distribution system,the management would end up fragmented and trivialized.Study of this case comes to the conclusion that the origin of various obstacles in integration lies in a gap between the form of educational reform and the spirit of this reform under the model of "Organization Operation".Successive reform in C University should involve de-administration.When the university builds its top-down design in tune with its own characteristics,it will adhere to scientific concept of development,embracing internal system reform as a normal behavior.Above all,educational reform serves the people.Personal vision of educators,as part of the incentive for reform,deserves protection and respect.Legislation and enforcement of University Statutes should be supported by direct supervisor.Legal school operation procedure and democratic decision making process will promote better administrative management and academic freedom.Organization control and preservation of individual rights will be both guaranteed when university evolves from organization operation to modern governance. |
