In the new stage of higher education was deepening development,Chinese universities are facing severe challenges.How to boost the quality of talent cultivation,bring forth new ideas of talent cultivation mode,and optimize the undergraduate education system have become new propositions for the reform of university governance.Under such background,the academy has become a new attempt to break such situation.After more than ten years of development,the construction of academies in China has achieved initial results,and the academies have become an important platform for comprehensive education.However,as the new form of organization in university,how to sound the inward constitutional system and adapt to the existing organizational system and governance reform of universities has become a problem that must be answered in the process of its development.Therefore,this study will discuss and analyze the problems of academy organization and governance,and put forward optimization countermeasures.This study takes the perspective of organizational governance,use the multi-case research method and takes academies inside Fudan University,Xi ’an Jiaotong University and East China Normal University as the research objects,and centering on acadmies administered in parallel with colleges to anatomize the present condition of organizational governance of academies in China.In the process of research,basing on literature review and conceptual theory exposition to constructe analytical framework of academy organization governance.Guided by the function orientation of the academy and centered on governance subjects,organizational structure and operational power,analyzing the internal governance of the academy in the case,as well as the collaborative governance between the academy and the university,and the collaborative governance between the academy and the college.In the process of analysis,paying attention to influence of top-level design to academy governance,the contents of university development planning and university charter were introduced into the study of academy governance,and the case academy organizational governance was further compared,found that there were similarities and differences in the academy organizational governance of three universities.In academy internal governance,academy orientation of the overall direction,the composition of the governance body organization and the student management organization of positioning are similar,but the way academies are established,the emphasis of the academy function,organization set up by the quantity and scale,the allocation between the party and government power,the power of the students’ self-management is different.In the aspect of the external governance of the academy,there are similarities in the overall body of the academy work and the allocation of academic power,but there are differences in the top-level design of the academy,the setting of the academy management organization at the university level and the coordination between the academy and the college.At the same time,this study further summarizes the characteristics of academy organizational governace in overall positioning,governace framework,governance subject,power ande responsibility relationship,and evaluation mode.On the basis of the above work,this study found that the current organizational governance of the academy has problems such as imperfect top-level excogitation,insufficient of subject specialization in academy,lack of supervision and assessment of the academy internal power,imperfect collaborative construction of the college and academy,and relatively sluggish management services of the academy.Therefore,this study believes that the organizational governance of the academy should be reformed from the aspects of above problems,and offer specific majorization proposals.
