Government Information Resources Construction In The Perspective Of Holistic Approach To National Security

This paper chooses to study government information resources construction in the perspective of the holistic approach to national security,mainly based on the following era background: Firstly,the holistic approach to national security has been the core idea of government information resources construction.This proposal not only requires government information resources construction to do better in quality and performance,but also works as the internal impetus of its promotion.Secondly,e-government chiefly consists of government information resources construction and management,and in turn the systems and applications used by e-government have been the basic environment for government information resources construction.has been the basic environment of both of them.With the emergence and development of new technologies such as big data and cloud computing,many countries promote advanced information technology through the formulation and implementation of strategic planning,and provide a top-level design basis for the security of government information resources construction.Thirdly,it’s the proposal of ideas from“smart planet” to “smart city” and the rise of related application construction that have further stimulated and spurred the comprehensive application of new information technology in the field of government management and public governance,and also provided a stronger social environment and technical environment support for the government information resources construction.Fourth,the surge in data,uncertainty,and processing difficulty of government information resources poses serious challenges to government information resources construction.The purpose of this paper is to use the holistic approach to national security to guide government information resources construction,not only in all aspects and processes of government information resource construction which need paying attention to security issues and solutions,but also acquiring to focus on security risks and their overall solutions from overarching perspective.Based on the above research background,this paper uses the literature analysis method and other research methods to start from the related concepts,characteristics and theoretical elements of government information resource construction,trace the development process of government information resources construction,summarize its achievements,analyse its problems,and explore its opportunities brought by the new generation of information technology and the national major strategic shift.Also,based on the results of government information resources construction and its internal and external needs,while under the guidance of the holistic approach to national security,this paper aims to design a goal for government information resource construction,and gives analysis to the influence factors of it,at last put forward corresponding principles and implementation strategies.In addition to the introduction and conclusions,there are four main parts as follows:The first chapter is the conceptual characteristics and ideological concepts of government information resources construction in the perspective of the holistic approach to national security.It mainly focuses on the object of government information resource construction--the government information resource,explains the related concepts,analyzes the main characteristics,and discusses the main features and ideas,which work together to lay the logical foundations and operation basis for subsequent research.The second chapter is the development history and existing problems of government information resources construction in the perspective of the holistic approach to national security.Mainly from the traditional stage of the 1950 s to the modern "Internet +" stage,it sorts out the development of government information resources construction,carefully examines the existing construction achievements and problems of our government’s information resources construction from the hard and soft environment,and explores what development opportunities that the new generation of information technology and the transformation of national major strategies have brought.The third chapter aims at the design and influencing factors of government information resources construction in the perspective of the holistic approach to national security.Based on the analysis of the actual situation and trend analysis and related national policies,the goal of government information resource construction is designed into four aspects: multi-agents co-construction,public-sharing government information,construction results benefit all citizens and whole society co-governing a safe and stable environment.And at last,this chapter discusses the affecting factors of government information resources construction from the environmental,application and organization levels.The fourth chapter is the basic principles and implementation strategies of government information resources construction in the perspective of the holistic approach to national security.This chapter analyzes the principles to be followed in the government information resources construction under the current situation.In response to the goal setting of the government information resources construction,it proposes a promotion strategy for government information construction that is recognized by both managers and service targets.The innovations of this paper are as follows: First,this paper studies information resources construction in a new complex situation.The rapid development of a new generation of information technology has brought tremendous opportunities in various fields.The government information resources construction is in a rapidly changing and uncertain environment,facing new technology use and new partnerships,and responding to the new requirements of the public.In addition,the government information resources construction is also facing security risks from both domestic and foreign areas,traditional and non-traditional areas.In addition,in any government environment,information resources construction are closely embedded in government policies,issues and structures,and it also increases the complexity of government information resources construction.The shortcomings of this paper are that for the solutions of government information resources problems,the viewpoint put forward in this paper is more tend to principle-based theory
