| With the gradual application of information technology in government information construction,e-government continues to develop in depth,which plays a more and more important role in government’s performance of economic regulation,social management,market supervision and public service duties.However,due to the lack of top-level design and standard system in early constrution of e-government in China,the main driving force is based on construction of national informatization projects.These projects are often constructed by separate government departments to meet their own business needs,and the systems are independent of each other.The information systems between different government departments and even within one department cannot be interconnected,and situation of duplication of construction is serious.Government information system as a whole presents a "fragmentation" state.All government departments lacked initiative in sharing of information resources,and departments could not play a synergistic role.As a result,government information resources could not be effectively shared,which severely restricted effectiveness of e-government efficiency.This paper mainly discusses how to use holistic governance theory to optimize the establishment of the promotion mechanism for the sharing of government information resources,and to provide practical measures and suggestions for promoting the co-construction and sharing of the government’s government information resources in China.This paper applied literature method,normative analysis method,comparative analysis method and system analysis method,with the holistic governance theory as a guide,and discusses the above issues.Firstly,the development context and main connotation of the holistic governance theory were introduced and expounded.The holistic governance theory and the high degree of conformity of governance information resources sharing mechanism in governance goals,core connotations and governance approaches were analyzed.Secondly,through combing the status quo of the development of government information resources sharing and the interpretation of a series of documents and policies,it is concluded that the basic conditions and policy environment for the current sharing of government information resources have matured.Then from the aspects of organization and coordination mechanism,rules and regulations,infrastructure,shared power,and information security,the main factors that restrict the current China’s government information resources sharing mechanism are analyzed.Finally,through the analysis of the restrictive factors,under the guidance of the holistic governance theory,it studies the construction of the government information resource sharing mechanism,and puts forward specific holistic measures to improve propose new ideas and measures the current government information resources sharing mechanism,promote the smooth progress of the work of government information resources sharing. |
