A Research On Fair Governance Of China’s Digital Divide Under The Wave Of The Fourth Industrial Revolution

As the fourth industrial revolution characterized by "intelligentialize" comes quietly,our society is going on a full range of profound changes.Digital divide with the implication of economic inequity,displays in three aspects:the infrastructure gap,the use skill gap and the use efficiency gap.As an important long-term social problem in the digital age,it becomes more and more serious in the form of "upgrade" in the era of change,therefore brings to China’s social structure and individual citizens extremely serious negative effects.Governing the digital divide which is an unfair social problem in the perspective of fairness,becomes an urgent and important public affair.Thinking about why,we found that the actual formation of the digital divide in China under the wave of the fourth industrial revolution,was closely related to the inducing factor,the reinforcing factor and the weak-control factor.In a nutshell,unfair distribution of social wealth,is the fundamental cause of the digital divide in China;The fourth industrial revolution,objectively upgrades the digital divide in China,makes it more and more serious,so becomes the reinforcing factor of this problom;while the lack of governance-path,makes the control-effect of digital divide reduced,belongs to the weak-control factor.Analyzing the influence,we think that China’s digital divide will have significant negative impact for a long time,under the background of changing times.Because there are numerous facilities and people involved,technical development requires a certain time,the training platforms of network information skills are imperfect,shaping mechanism of environment is scarce,and so on,China’s digital divide under the fourth wave of industrial revolution will exist for a long time.The long-term digital divide in China,will not only have the negative impact on the social structure,such as "expanding social class rift","adjusting social class structure",and so on,but also can cause serious negative impact on the individual citizens in these aspects:the ability of social participation,the ability of knowledge-acquisition,the ability of creating wealth,saving time and energy,obtaining the opportunity of employment and entrepreneurship,obtaining wealth directly,etc.Looking at the status quo,we know that there are still lots of serious problems,although the governance about China’s digital divide has made some achievements.Results mainly include two aspects:(1)Network information infrastructure has improved and the quantity of them has increased year by year;(2)The number of people with the skill of network information is bigger and bigger,and the amplitude is very large.Problems display as:(1)The "upgrade" digital divide in the era of intelligence seriously exists,mainly reflected in three aspects:the digital divide of infrastructure exists seriously,.the digital divide of use skill is in the grim situation,and the digital divide of use efficiency is very evident;(2)Go vernance mechanism of the digital divide is imperfect,concretely speaking,the imperfect special governance mechanism and mechanism to adapt to the changing times still exist.Thinking about countermeasures,we offer the following suggestion:constructing fair governance strategies about China’s digital divide under the wave of the fourth industrial revolution,from three dimensions of thinking,characterization and root.First,thinking shift.Thinking affects the action,so it is necessary to put forward countermeasures from the angle of thinking first of all,such as enhancing the consciousness of fair governance of multiple subjects,attaching great importance to establishing cooperative governance mechanism,realizing the shift of thinking from traditional government control to modern fair governance.Second,classified govemance.In context of reality,the descriptive digital divide and the specific governance mechanism have more dominant value,so it is necessary to understand the characteristic of the descriptive digital divide,give full play to the advantages of cooperative governance mechanism,and use different mechanisms of fair governance to diminish different digital divide.Third,essential governance.Chasm can turn into opportunity,the essential governance needs the real support,thus we can put forward the following strategies:promoting the fair distribution of social wealth relying on the role of multiple governance subjects,and promoting essential governance of digital divide in the digital opportunity.
