At the twenty-ninth meeting of the Central Committee’s leading Group on all-round deepening of Reform in 2016,it considered and adopted the guidance on further strengthening and improving the work of Chinese Culture going Global,It is clearly pointed out that China should continue to strengthen and improve the work of Chinese culture going global,innovate content forms and institutional mechanisms,expand channel platforms,innovate methods and means,and enhance national cultural soft power.It can be seen that the thought of cultural Going Out has become the strategic guideline for the construction of Chinese cultural soft power system.As an important part of the cultural industry,the film and television industry must take this as its basis for its development,thus forming the film and television "Going Out"layout.Film and TV "Going Out”is in fact a system of film and television industry’s external communication formed under the overall strategy of cultural "Going Out".It is also a kind of theory with the characteristics of Chinese times for film and television international communication and communication under the background of the new era.It not only involves the hard film and television industry "Going Out",but also includes the soft film and television culture "go out",but all of these ultimate goals are to realize the cultural dissemination to the outside world,so that the world can better understand China.In this way,to show the international community a good and positive national image.In this paper,the logical sequence of surface phase problem-analysis problem-solving problem is adopted,taking film and television "Going Out" as the research Noumenon,the theory of "Going Out" in China’s film and television industry has been formed since the promulgation of the "implementation rules(trial)of the State Administration of Radio,Film,Film and Television on the" Going Out Project "of radio,film and television.The reorganization and analysis of the composition of "Going Out",the investigation and research of film and television cases and products,and the influence of "Going Out" on the construction of the national image system of our country are the objects of discussion and research.This paper analyzes the achievements made in the process of "Going Out" in China’s film and television industry,analyzes some problems and deficiencies in the process of Going Out of China’s film and television industry,and then puts forward some feasible measures and methods for improving the performance of the film and television industry in the process of Going Out.The constant innovation of the film and television communication theory is the foundation of the film and television "Going Out".The first chapter of this paper focuses on the relationship between cultural Going Out strategy and film and television "Going Out",as well as its advantages in the process of spreading Chinese culture to the outside world.Through combing the relevant policies and measures on "Going Out" and guiding opinions on film and television work during the period from the 17th National Congress to the 19th CPC National Congress,we can draw a conclusion that film and television "Going Out" is one of the strategic components of cultural Going Out.It was formed under the guidance of its theory.And in the process of cultural communication to the outside world,it plays a positive role in its image,timeliness and orientation,and then plays a positive role in cultural "Going Out".In the second and third chapter,the content of the film and television "Get out of here." is composed as the research object,and the four artistic forms of the film,the TV series,the documentary film and the cartoon are the main content of the film and television "Get out of here." and the foreign film and television system.The results of the process of "Going Out" in the new period are all over and sorted out,and the result is that the film and television industry has achieved some achievements in the process of "Going Out",but it still needs to further improve the style and method of hairstyle and promotion.Another role of film and television "Going Out" is to cooperate with the foreign policy and policy of the country.The fourth chapter of this paper,in the context of China’s basic policy of foreign exchange and cooperation,respectively from the major countries,peripheral,"Belt and Road Initiative" and China-Africa "strategic partners" these four angles,This paper combs the status quo of "Going Out" in the key countries of our country’s film and television industry in these four kinds of foreign exchange strategies,so as to get the problems that our country has encountered in the development of different countries and regions,and at the same time,synthesize these problems.The author puts forward the feasible way to promote the whole film and television industry of our country.Whether the film and television industry "Going Out",or the film and television culture spreads to the outside world,while realizing its economic aim.the highest goal is to realize the good expression of the national image of our country and set up the positive national image.Therefore,in the last part of this paper,we study the enrichment and promotion of the national image construction system in the movie and television "Going Out",and think that:Film and TV "Going Out" has become the most important way to shape the image of the country both in content and in ways.Therefore,the external development of film and television industry not only promotes its brand awareness and influence,but also shoulder the responsibility of building the soft power system of Chinese culture and shaping the national image.
