The State-owned Forest Area is a typical region formed in the development of Chinese forestry.In addition to the geographical and spatial distribution characteristics of the forest area,it also has a series of complex connotations on the levels of resources,economy,society and even enterprises.As it is,the State-owned Forest Area has experienced a long and tortuous development course since the the research paradigm of system innovation,the overall research goal of constructing forestry reform and innovation mechanism is proposed.Fully mobilize the resources of the forest area,stimulate the vitality of reform,enhance the driving force for reform,accelerate the process of forestry reform and improve the performance of reform so that the forest area can fundamentally solve the institutional dilemma and achieve social and economic transformation and development.In order to achieve the above research objectives,extensive and in-depth research has been carried out in the following aspects:First of al,it defines the basic concept of reform and innovation mechanism in the research,which is the most basic premise of carrying out follow-up research.Based on a deep understanding of the theory of innovation systems and the systematic understanding of the reform goals,reform routes,and reform tasks of Hei Longjiang state-owned forest areas,the basic connotation of forest reform and innovation mechanism is defined,that is,through effective coordination of relevant subjects and relevant reform measures in the process of reform,the relationship between the relevant reform measures and so on,to promote synergy between each other,so as to promote the reform practice in various areas of the forest area better and faster and then improve the process of the reform and the final results.The innovation mechanism of State-owned Forest Area reform can be further divided into driving mechanism,operation mechanism and guarantee mechanism of reform and innovation.Secondly,in order to further clear Hei Longjiang State-owned Forest Area reform innovation mechanism the necessity and feasibility of building,from four aspects fully elaborated the are explored and summarized.The factors affecting forest area reform were analyzed quantitatively.The status quo of the research for the follow-up of concrete construction of Hei Longjiang State-owned Forest Area reform innovation mechanism provides a detailed and objective information,has been clear about the reform and innovation to solve the main problems.And at the same time of perfecting the innovation mechanism,pay attention to two or more things weaken the forest reform drive,disturbance factors and establish guarantee mechanism of innovation for below.Fourth,it constructs the
