Research On The Operation Mechanism And System Construction Of NFPP Forestry Carbon Sink

The nature of forestry carbon sink is the mercerization and capitalization of forest carbon sink services,the operation of forestry carbon sink can greatly make up the lack that government carbon sink is extremely important at the present stage,and how to carry forward the operation of NFPP forestry carbon sink from the aspect of system has become an extremely urgent research subject.The paper analyzes the operation mechanism of the NFPP forestry carbon sink,to reveal the operation framework and dynamic evolution logic of NFPP forestry carbon sink,to identify the operation goals,key areas and specialties,and to construct internal explanation and function systems.On this basis,the paper explores the system construction promoting the effective operation of NFPP forestry positive policies of forestry carbon sink,the supplying cost of NFPP forestry carbon sink,the enterprises’ cognition of forestry carbon sink,the enterprises’ attention to the environment and social responsibility constitute the factors influencing the subjects’ supply and demand behaviors.Finally,according to the analyzing resorts of the previous three parts,the paper constructs the operation system of NFPP forestry carbon sink from two levels of both national and state-owned forest region,respectively putting forward specific reform proposals from the aspects such as the launch of the carbon trading market,the reset of forestry carbon sink transaction rules,carbon sink finance,third-party monitoring,environmental moral restraint mechanism,long-term publicity mechanism,the system reform in state-owned forest regions,property right definition of forest resources,large corporatization of enterprises and remolding of thought value concept system in the state-owned forest regions.
