Living Alongside Water

Based on the field survey in Shou county,Anhui province,this paper makes a reappearance and explanation of the historical process of how the water conservancy construction project took root and played a sustained effect after the founding of China.Based on the local society,using structuralism and community related theories as analysis tools,the social significance of water conservancy construction was discussed through the characteristics of crowd activities in different periods,and the complex relationship between water conservancy construction and local practice was discussed.It is believed that after the founding of the People's Republic of China,the construction of water conservancy brought about the reorganization of local social elements and power structures,and eventually formed an "interlocking relationship" with local society.China has a long history of water conservancy construction.Water conservancy is the core resource of the agricultural society.It has the role of stabilizing the agricultural development country.It also undertakes multiple missions of drought and flood control as wll as ship transportation.As Shou County is located in the Jianghuai watershed,its military significance is also very prominent.Before the founding of the People's Republic of China,under the governance and construction model at that time,a series of water conservancy communities were formed locally,involving production,defense,and urban layout.Since the founding of New China,water conservancy construction has begun in rural areas,from ponds to large-scale water conservancy projects,such as Pishihang and Hongqi Canal,which have a wide range of distribution,large costs,and rapid technological innovation.More than at any time in our history.The result has changed the spatial layout of rural irrigation and water Conservancy,formed a new management mechanism,and also provided the material and institutional basis for subsequent development.Today,with the implementation of the "Supplementing the Huaihe River with the Yangtze River" project,the Shouxian area is connected with the Yangtze River and the Huaihe River,and the entire county has become a larger community.In the process of the expansion of the water conservancy community,the government,farmers and society have become the most important units for the development and governance of water Conservancy,and water conservancy has also had an impact on the relationship between the three.First,the interactive structure of the participation of social organizations is the most important force in water conservancy construction.After the founding of the People's Republic of China and before the reform and opening up,it was the people's communes system that ensured the completion of water conservancy construction work.After the reform and opening up,the transformation of governance methods has widened the upgrading and transformation of water conservancy facilities and the comprehensive application of water conservancy.Second,in different historical periods and development fields,the three have played a leading role alternately,maintained the consistency of actions in the realization of common goals,and in the context of marketization,there have also been value deviations and thus triggered social conflicts.Third,in terms of its effectiveness,it has achieved achievements in different latitude development practices;At the same time,the concept of ecology and balance has also been incorporated into the local development concept.At the same time,it has also had a profound impact in many social fields,and the influence of water conservancy has gradually expanded and deepened.This is also the best expression of the "interlocking relationship." At this time,the water conservancy has changed from the core resources of the agricultural society to the public resources with multi-latitude development potential in the new era.The article follows a distantly perspective and takes the life story of an old water conservancy man as the core of the narrative,and makes a review and explanation of the above issues.
