The water crisis has become the subject of globalization. In order to solve the increasingly serious water shortages, improve water utilization, and achieve sustainable development, our country, as one of the poorest countries of the world’s water resources per capita, clearly stated the construction of water-saving society in2002. The construction of water-saving society has been for10years, water-saving society construction plan carrying out followed by the water-saving society construction. There is less academic research on water-saving society, and no to be a mature theoretical system. Based on this background, this thesis attempts to conduct systematic research on water-saving society planning theory, techniques and methods, and make the construction plan of water-saving society more scientific and rational, meanwhile, has important theoretical and practical significance on the construction of water-saving society.This paper tries to put forward the concept of water-saving society construction planning on the basis of the extensive literature research and concept of water saving, water-saving society, water-saving society construction. The concept is to the goal of water-saving society, based on analyze the links of water take, water supply, water use and water drain, to understand local water resources and find the key water-saving industries and areas, put forward the goal of building the water-saving society combined with the local demand for water. The definition accuracy of the concept of water-saving society construction planning is a prerequisite for making water saving plan of different regions and industry.Based on the theory of urban water cycle and circulation of the water resources in the community, this paper statistic change of water resources in the links of water take, water supply, water use and water drain, analyze water use efficiency in different links, and find the key segments of the water loss; and based on the order of the establishment Planning of water-saving society, this paper research the related technical methods of water-saving society construction planning from the understanding of the status quo, the calculation of water-saving potential, the goal setting of water-saving three areas, analyze and compare a variety of the advantages and disadvantages of the technical methods, and identify the ways with strong applicability and easy to operate.Shanghai’s economic and social development level is high in our country, but it is also belong to water shortage areas in quality. The thesis, based on the characteristics of this area, take the former Pudong New Area, Qingpu and Jinshan District as example, make empirical research combining the technology and method? of the theory of social water cycle and water-saving society construction planning. The research contents are as follows:(1) Based on the theory of urban water cycle and circulation of the water resources in the community, this paper statistic change of water resources in the links of water take, water supply, water use and water drain, analyze water use efficiency in different links, and find the key segments of the water loss. And to have empirical research on three regins the former Pudong New Area, Qingpu and Jinshan District;(2) Build the calculation method of water saving potential. Take the Qingpu District as example for empirical research. to caculate respectively the water saving potential in areas agricultural, industrial, residential water use and pipe network leakage in Qingpu District. Finally, Qingpu District was found of great water-saving potential;(3) To finalize the ways of gray system theory and expert judgment method on target prediction of water-saving society construction planning through the analysis of different, and take the former Pudong New Area for example, predict the goal of the water-saving society construction planning and verify the prediction feasibility of this method, which play a certain reference on the construction of water-saving society in other regions.
