With the rapid development of China's national economy,the projects undertaken by the construction enterprises are gradually developing towards the direction of large-scale,complex and regional development,multi-project parallel operation has gradually become the new normal.Many companies have begun to try to introduce multi-project management methods to adapt to the changing external environment,resource allocation problem as the core issue of multi-project management has attracted much attention,the research of resource allocation in multi-project environment has important theoretical value and practical significance.In this paper,we try to take the enterprise strategy as the guide,resource allocation as the main line,the organization structure as the support,to build a set of feasible multi-project resource allocation method and process system for the construction enterprise.Research work is as follows:(1)Through the analysis of enterprise strategy management and the theory of resource allocation,combing the allocation of resources and the relationship between strategic objectives,put forward the enterprise strategy as the standard of project selection and combination design,try to use BSC to decompose the strategic target,construct the evaluation index system of strategic correspondence degree.Then,make integrated evaluation to the multi-projcet by using the improved matter element multilevel extension method with group preference aggregation.According to the results of the evaluation to carry out the project and the project portfolio selection,to guide enterprises choose the project between the numerous projects that truly meet the requirements of enterprise strategy and configure the enterprise resources to the appropriate project portfolio,to provide reference for the macro allocation of project portfolio resources in the enterprise level.(2)Based on the project portfolio and shared resource constraints,we extend the RCPSP in multi-project environment.Using the FAHP-GRA method to evaluate the priority of multiple projects in the project portfolio,on the basis of project priority weights,we construct a RCMPSP model with the minimum weighted total project duration as the target.Aiming at the deficiency of existing algorithms,use the DCW strategy to balance the global optimization and local optimization of PSO.Use the DCWPSO with dynamic inetia weight to solve the RCMPSP model,then Verify the validity of the DCWPSO algorithm to solve the RCMPSP model based on multi-project case.(3)Research on resource leveling method to reduce the variety of resource demand peaks and valleys appear has important significance for the smooth implementation of the project,the cost reduction and the goal to achieve.Therefore,we builds a RLPMP model based on the analysis of the transformation method that multi-project to single project and multi resource to single resource.An improved differential evolution algorithm based on multi elite reservation strategy is proposed to preserve the individuals with better fitness values in the initial population,in order to guarantee the global convergence of the algorithm.Then Verify the validity of this algorithm to solve the RLPMP model based on multi-project case.(4)According to the characteristics of construction enterprise multi-project resource allocation,we take SPO as the core to construct a kind of organizational structure based on process,the aim is to be beneficial to the coordination and balance of resources among multiple projects,to be consistent with the goal and to promote the full play of resource utility.For multi-project management,especially multi-project resource management is of great significance.In summary,on the basis of theoretical analysis,in view of the characteristics of construction enterprises,we try to construct a multi-project resource allocation method and process which covers the whole and the part.Not only has the choice of resource allocation direction based on the strategic orientation of enterprise,but also has resource allocation optimization in the implementation process of the detailed project level.Then we analyze the feasibility and correctness of the proposed multi-project resource allocation method through case analysis.Finally,it puts forward the improvement measures to the existing organizational structure,and finally forms a complete multi-project resource allocation method system to adapt to the characteristics of construction enterprises.
