Relevant academic researches on Mexico's energy strategy and policy are rare.This dissertation,based on the multi-disciplinary theory and different research perspectives,makes a detailed and comprehensive combing and analysis from the historical evolution of Mexico's energy policy as well as the background of the Times,energy governance measures and development trends,and probes into the formulation and decision-making process of Mexico's energy policy.This dissertation employed cointegration analysis and Granger causality test to analyze the relationship between energy consumption,carbon emissions and economic growth in Mexico,and the results provided strong support for proving the timeliness and necessity of energy reform in Mexico.This dissertation also compared by System Theoretical Model the energy policies of two developing countries,Mexico and China,and laid a good foundation for discussing the energy cooperation between China and Mexico and the Enlightenment to Chinese energy policy under the background of "One Belt,One Road".This dissertation defined the concepts of energy strategy and policy and it was finished under the guidance of theory of energy security,environmental economy and governance.It analyzed comprehensively the evolution of Mexico's energy strategy and policy,the analysis and prospect of energy reform in 2013,the relationship between energy consumption and carbon emissions and economic growth in Mexico,energy policy similarities and differences between China and Mexico and China-Mexico energy Cooperation and Enlightenment.The main results are as follows:Mexico's energy strategy and policy is a dynamic process with constant adjustments.Energy strategies are of importance to Mexico's overall national strategy,and the design and policy formulation of energy strategies cover all aspects of the internal and external environment;Mexico's energy resource endowments and trade markets cover the areas of energy security,environmental protection and efficient use of energy.Mexico's energy policy reforms start with a near-closed,monopoly-driven energy market that improves energy security,increases industry transparency,uses market forces to attract investment,and strengthens environmental sustainability.Moving from a monopolistic market to a more dynamic market is rarely a smooth transition,and the legal and regulatory issues exposed in the reform process need addressing urgently.At the same time,Mexico's energy reform is not only facing fierce competition from international markets,but the USMCA has also made Mexico's energy investment particularly complex,and it is more noteworthy that Mexico's new government is likely to reverse the current direction of energy reform.The relationship between energy consumption,carbon emissions and economic growth is highly relevant to energy policy.There is a two-way causal relationship between Mexico's economic growth and energy consumption.Energy consumption has a positive impact on economic growth,and the analysis shows that if Mexico's energy reform measures are fully implemented in 2013 to promote the increase in production of energy factors such as oil and gas,it will promote sustained economic growth in Mexico,and this reform is necessary and timely.There is a two-way causal relationship between CO2 emissions and economic growth in Mexico,and the implementation of emission reduction policies that reduce CO2 will have a negative impact on their economic growth.In order to achieve low-carbon economic development,Mexico should focus on improving energy efficiency and implementing energy conservation policies.There are great differences in energy resource endowment and consumption structure between China and Mexico,the distribution of energy resources between the two countries is at a certain distance from the main energy consumption,the reverse distribution of rich and demand areas,and energy transportation is the bottleneck restricting the energy supply of the two countries.China's energy management system is mainly based on the synergy between the government and the market.Mexico,on the other hand,is committed to the free regulation of the market,Mexico's energy market is more open than China,and energy marketization reform is a common issue facing the two countries.International energy cooperation is an important content and leading industry in the construction of "One Belt,One Road",which is not only an important part of the comprehensive strategic partnership between China and Mexico,but also an important part of Chinese energy strategy.As the world's largest energy consumer,China needs energy resources from Mexico and implements a national strategy of" going global".Mexico also needs to advance energy reform,continue to open up energy markets outside the United States,exert energy geopolitical values,and diversify its political relations and foreign economic relations.China should speed up the legislative process of energy law,introduce the energy law as soon as possible,establish an independent energy regulatory body,realize the energy governance model of "separation of government and supervision",China should take the electric power revolution as a breakthrough point,accelerate the reform of energy system,and save energy and efficiency in order to improve energy efficiency.China should give full play to the positive radiation role of energy cooperation and accelerate the pace of" going global ".
