| With the passenger dedicated line in the "medium and long term railway network planning(2016 adjustment)" and the "The belt and road" strategy promoting,the railway construction in our country and the country of "the belt and road" has entered a golden period of development.Facing the huge railway infrastructure market,railway construction enterprises have important opportunities for development and the market competition between railway construction enterprises is increasing.Railway engineering projects play a key role in the survival and development of railway construction enterprises.Andobtaining the railway engineering projects plays a key role in the survival and development of the railway construction enterprises.Participating in project bidding is the main way for the railway construction enterprises to obtain project construction opportunities.At the same time,how to optimize the project bidding decision-making in resource constraint conditions and to improve the ability of project have important significance for the railway construction enterprise to improve the probability of winning and benefit after winning the bid.In the existing research results,methods of railway construction enterprises project bidding decision model are characteristics of single goal,hypothesis conditions harsh and lack of considering the availability of data.Meanwhile,the theoretical models have a high degree part and complex operation which coursing the guiding of the bidding decision is limited.Therefore,in order to promote the scientification and rationalization of bidding decision-making for railway construction enterprises,a more reliable and practical guidance decision-making method for engineering projects is urgently needed.In this paper,the railway construction enterprises is regarded as the research object based on the bidding problem of railway construction enterprise and characteristics of railway construction enterprise project.In order to solve the question how to vote before bidding and to form a relatively complete construction project bidding decision system for railway construction enterprises,we establish the bidding evaluation of rough set model,project project cost prediction of multi project resource constraint model and the comprehensive evaluation model considering the factors of sustainable development of the project,the railway construction enterprise’s profit level and the competitiveness of enterprises.At the same time,in order to verify the validity of the model,the relevant data of the construction project bidding of a large railway construction enterprise in China are collected and analyzed.The contents and conclusions of this paper are as follows:(1)Based on the description of the characteristics of railway construction enterprises including the foundation of the core competitiveness of enterprises,business structure,business environment and so on,we carry out the importance of bidding decision-making of the construction enterprise engineering project through the analysis of the project bidding characteristics and main process by considering the decision contents of bidding decision-making stage,and analyze the main problems existing in the various bidding stage of railway construction enterprise.(2)In order to solve the problem of single project bidding chance decision,we constructs the index system of project bidding chance decision and a rough set model to determine the project categories.In addition,we use genetic algorithm and SVM to improve the model considering the difficulties of rough set project evaluation model in solving attribute reduction,weight calculation and discretization of two level indicators.Meanwhile,the scientificalness of the model is verified combined with the data analysis of 70 projects of a large railway construction enterprise and the accuracy of the project evaluation model based on the improved rough set method is 95%.(3)On the basis of make bidding decision for a project,static prediction neural network model based on cost is built to solve the costing forecast question combined with the identification of project cost factors and analysis of the relationship between the cost and the influence factors of the project.The input layer data of the static cost model are modified by considering the change characteristics of the related factors with time.Combined with a large scale of railway construction enterprise 20 project data analysis,time series correction can further improve the bidding project cost prediction model accuracy,more conducive to support the price and profit estimates;also show that the length of duration of the bidding project cost of great.(4)Regarding the bidding project as the research object based on the cost prediction and the chance decision of single project bidding,we study the bidding and selection method under the conditions of resource constraints "investment which is"with considering the railway construction enterprises in the multi project case resources limitation.At the same time,we establish the project bidding project selection model under the resource constraints to carry out the priority of the project and select bidding project portfolio,then,solve the optimal strategy of multi project bidding by the improved particle swarm algorithm.Through a case study of a railway construction enterprise,it is shown that the improved particle swarm optimization algorithm can effectively search the whole situation and get the best combination of bidding projects quickly under the condition of many constraints of the model and the lack of objectivity of the initial plan. |
